HON. DAVID MORSE: Mr. Speaker, I rise on a point of privilege. Last night I stood here in this House, as a minister, and made comments about the honourable member for Halifax Needham that impugned her personal reputation and professional conduct. All members of this House have their differences but where we all agree is that it was wrong for me to make those comments. Last night I apologized personally to the honourable member. This morning I want to apologize here on the floor of the Legislature, firstly, to the honourable member for Halifax Needham and secondly, to all members of this House. The member for Halifax Needham is an honourable, hard-working and committed professional who has dedicated herself to the social advancement of her constituents and all Nova Scotians. Thank you.

MR. SPEAKER: The honourable Minister of Health Promotion.
HON. RODNEY MACDONALD: Mr. Speaker, I beg leave to table a petition on behalf of the residents of the Glencoe Station area. It reads, "The residents of Glencoe Station, River Center and the surrounding areas; as well as commuters and other interest groups and individuals, wish to petition the Provincial Government for seven (7) kilometers of pavement on what is commonly known as the Irish Road." I have affixed my name to the petition for purposes of tabling.

MR. RUSSELL MACKINNON: Mr. Speaker, I beg leave to table a petition on behalf of the residents of Meadows Road. The operative clause is, "We, the undersigned, petition the Minister of Transportation and Public Works to take corrective action regarding the Meadows Road due to the excessive industrial trucking causing extreme unsafe road conditions and pedestrian traffic." This road needs to be upgraded immediately. I have also affixed my signature to this petition.

MR. RUSSELL MACKINNON: Mr. Speaker, I beg leave to table a petition on behalf of the residents from the Marion Bridge, Dutch Brook and Prime Brook areas. The operative clause is, "We the undersigned, petition the Minister of Transportation and Public Works to call tenders for upgrading and re-paving of Highway (Route) 327 commencing at the intersection of Highway 125 and Route 327. Highway 327 is in an absolutely deplorable state and a complete health and safety hazard to all who travel it." I have also affixed my signature to this petition that was presented to me at a public meeting at Marion Bridge last evening.

MR. DAVID WILSON (Sackville-Cobequid): Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas May 16th to May 21st is EMS Week in Nova Scotia; and
Whereas the paramedics across this province are highly trained, dedicated professionals who are always ready to respond to any emergency, to provide emergency medical care and are an important component of our health care system; and
Whereas during EMS Week, paramedics across Nova Scotia will hold events to bring awareness to the profession and to show the high level of care Nova Scotians receive from this province's EMS system;
Therefore be it resolved that members of this House of Assembly recognize May 16 to 21, 2005, as EMS Week, and thank all paramedics in Nova Scotia for participating in this year's events and for their continued commitment and dedication to respond to the health care needs of Nova Scotians.

MR. MICHEL SAMSON: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the Premier told Nova Scotians in 2000 that "We have to stop piling up debt before it's too late. Otherwise we're going to end up financially . . . and morally bankrupt."; and
Whereas the Premier also told Nova Scotians, "We are going to balance the budget in three years, and begin reducing the debt and capturing those lost dollars in interest for Nova Scotians."; and
Whereas despite the Premier's word his promise has been broken, and today we are adding $2.5 million in interest payments that could have paid for $200 home heating rebates for 12,500 Nova Scotians;
Therefore be it resolved that the members of this Legislature recognize that the Premier has broken a fundamental promise to Nova Scotians that the debt would stop growing, and that this failure is costing Nova Scotians $2.5 million a day, $17.5 million a week and $900 million a year.

Whereas two Guysborough County residents, Kelly Kaiser and Diana Lynn Tibert, are collaborating on a book that pays tribute to Guysborough veterans; and
Whereas with this book they hope to capture names, faces, thoughts, memories, and the history of those who served in World Wars I and II; and
Whereas Diana Lynn Tibert says she and Kelly Kaiser are hoping to educate future generations about veterans' experiences, and keep the veterans' spirit alive;
Therefore be it resolved that all members of this House thank Diana and Kelly for taking on such an important task, and wish them success on their book collaboration in this, the Year of the Veteran in Canada.

Whereas in 2002, four Pictou County women, Natasha Phillips, Bonnie Cotter, Candace MacDonnell and Carla Baillie, researched and then published a 500-page manual for helping women return to work; and
Whereas this manual, titled Starting Point: Pathways to Self Sufficiency and Economic Independence: A Job Readiness Program for Women, goes far beyond how to find a job, and actually includes many items such as personal development and how to improve literacy skills; and
Whereas this resource will now go beyond the boundaries of Nova Scotia and be included in the collection at the National Library and Archives;
Therefore be it resolved that the members of this Nova Scotia Legislature congratulate the Pictou County Women's Centre for their positive initiative in researching and publishing Starting Point: Pathways to Self Sufficiency and Economic Independence: A Job Readiness Program for Women, and for making a difference in our communities.

Whereas inshore fishermen of this province cherish their independence as small business enterprises; and
Whereas they are losing this independence through so-called trust agreements; and
Whereas the Government of Newfoundland and Labrador have compounded this problem in that province by dictating where the fishermen must sell their catches;
Therefore be it resolved that the members of this Legislature urge the Minister of Agriculture and Fisheries to keep the promise he made to this House earlier this week that no such policy will be considered in Nova Scotia.

RESOLUTION NO. 4013
MR. MARK PARENT: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the official opening of the Valley Sport and Multipurpose Facility in Kentville marks the first indoor sport and recreation venue for that area, not just lending itself to soccer enthusiasts but also football teams and other sports activities; and
Whereas Valley District Soccer President John Bedard, Valley Soccer Executive Director Dwight MacLeod and other project organizers deserve credit for preserving their dream for a state-of-the-art venue and working hard to put in place the funding from Soccer Nova Scotia and all three levels of the government; and
Whereas John Bedard and fellow committee members also solicited the corporate support from the community to the tune of nearly $200,000 making the community a part of the process from the start;
Therefore be it resolved that all members of this House thank the organizers involved in this project for their unwavering support and dedication to the multipurpose facility which will also be a good vehicle for economic development in the community.

RESOLUTION NO. 4014
MR. RUSSELL MACKINNON: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Graham W. Dennis, Canada's longest serving publisher, continues to manage The ChronicleHerald, Canada's most prominent independent daily newspaper; and
Whereas Mr. Dennis has distinguished himself as one of Nova Scotia's finest, having received the Queen's Jubilee Medal in recognition of his many contributions to journalism and society as a whole; and
Whereas Mr. Dennis also became a member of the Order of Canada in recognition of many ideals as a publisher and for championing major issues in the region's economy; and
Whereas Mr. Dennis, also a well-known philanthropist, is the second of three Nova Scotians being inducted into the Junior Achievement Nova Scotia Business Hall of Fame on June 7, 2005;
Therefore be it resolved that all members of the House of Assembly congratulate Mr. Dennis on his latest accomplishment and thank him for his many outstanding contributions to Nova Scotia.

MR. MARK PARENT: Mr. Speaker, I would like to request the unanimous consent of the House to give a short statement and observe a minute of silence afterward.

MR. MARK PARENT: Mr. Speaker, I rise to report that at 9:00 a.m. this morning His Worship Mayor Gary Pearl, Mayor of the Town of Kentville, died from cancer. Gary has lived the past 14 years with cancer, but this has not stopped him from exemplary service as a civil servant of this province nor from serving as mayor for the Town of Kentville for three terms of service. In his capacity as mayor, Gary has been widely respected and has been instrumental in more worthy community projects than I have time to name today. Since my
election as MLA for the riding of Kings North, I've worked closely with Gary and consider him to be not only a political colleague but also a good friend.
He will be missed by the Town of Kentville and far beyond. I wish to extend my sympathies to his wife, Shirley, with whom I had the opportunity to have a moment of prayer earlier this week, and to Gary's children and to his parents. I would ask my provincial colleagues, and thank them for the opportunity, to rise for a moment of silence in his honour.

HON. RONALD RUSSELL: Mr. Speaker, I move the House do now rise to meet again on Monday at the hour of 1:00 p.m. The House will sit from 1:00 p.m. until 9:00 p.m. The order of business, after the daily routine, will be four hours of Supply. At the end of that period, we will have the 40 hours of Supply completed, and we'll go through the process of the estimates, et cetera, and then we'll go into Public Bills for Second Reading. We will start off with the Financial Measures (2005) Act and then we'll deal with other bills on the order paper, for second reading, and perhaps if there is time, we might put a few bills through third reading. We have several on the order paper at the present time.
Mr. Speaker, I move the House do now rise.

Whereas Bill Hay of Truro has been named 2004 Ambassador of the Year by the Central Nova Tourist Association; and
Whereas Bill Hay has been actively involved in the tourism industry since 1969, and has provided exemplary leadership at both the local and provincial levels; and
Whereas Bill Hay is involved in a number of businesses, including Grinner's Food Systems which owns Greco Pizza, and Frank and Gino's Restaurant, which earned the 2004 Food and Beverage Award from the Central Nova Tourist Association;
Therefore be it resolved that all members of this House congratulate Bill Hay on being named 2004 Ambassador of the Year by the Central Nova Tourist Association, and thank him for his many years of leadership in Nova Scotia's tourism and business communities.

Whereas Canadian Police Week begins on Sunday, May 15th this year; and
Whereas our provincial Correctional Services staff are helping educate school children at the Police Week event at the Halifax Forum today and tomorrow; and
Whereas correctional workers, Peter Lloyd and John Landry, are representing the Department of Justice as public ambassadors for the important role played by Correctional Services staff;
Therefore be it resolved that this House thank Mr. Lloyd and Mr. Landry for taking part in Police Week 2005.

Whereas police forces across Nova Scotia are holding public events to highlight their contribution to our justice system; and
Whereas Canadian Police Week is dedicated to increasing community awareness and recognition of policing services, while strengthening ties between communities and their police agencies;
Therefore be it resolved that this House show its respect and admiration for police officers who serve our communities throughout Nova Scotia.

Whereas David Morris, more commonly known as Pidge, of Parrsboro, Nova Scotia, closed the doors of his barber shop after 33 years of operation at that location and 41 years in the profession, having people such as Tommy Doyle of the Cincinnati Reds, Ron Tugnutt of the Dallas Stars, and Ero Serechuck of the Quebec Nordiques as customers, along with many other well-known sports figures; and
Whereas Pidge started his career as a barber in 1964, and has given much to the community of Parrsboro, including great haircuts, a place to socialize and a shop full of memorabilia of all sports, especially the Toronto Maple Leafs, of which he is a great fan; and
Whereas Pidge's customers, many of whom have been enjoying his services over the years will miss the experience of his antics, stories and his ability to make people laugh and feel good about themselves;

Whereas Annie Thibeau, a Grade 9 student of Parrsboro Regional High School, was recognized for her participation in the Parrsboro Lion's Club Speak Out Competition; and

Whereas Annie said that she had only learned recently of Africville during her social studies class and was inspired to speak about it to make people aware of the racial discrimination that existed then and still exists today;

Whereas both schools held a used book sale, used toy sale, penny drive, valentine heart sale, a sock hop, and a mega raffle with items that family and community members donated;
