THE CHAIR: Order. I call this meeting to order. This is the Standing Committee on Human Resources. I am Nolan Young, MLA for Shelburne and Chair of this committee. Today we will review our appointments to agencies, boards, and commissions. I would ask that you turn off your phones or put them on silent. In case there’s an emergency, please use the Granville Street exit and walk up to Grand Parade. In keeping with Province House policy, please keep your mask on during the meeting unless you are speaking. As Chair, I am exempt from that rule.

 

Now I will ask committee members to introduce themselves for the record by stating their name and constituency.

THE CHAIR: For the purposes of Hansard, I recognize the presence of the Legislative Counsel Karen Kinley and Legislative Committee Clerk Judy Kavanagh.

 

We have some appointments to do today, ABCs. MLA MacDonald, would you like to start?

 

JOHN A. MACDONALD: For the Department of Communities, Culture, Tourism and Heritage, I move that Anne Crossman be appointed member, recommended, and Chair; that Troy MacDonald be appointed as member, recommended; and Ruby Murphy be appointed as member, public at large of the Advisory Board of the Public Archives.

 

 

THE CHAIR: Is there any discussion? All those in favour? Contrary minded? Thank you.

JOHN A. MACDONALD: For the Department of Education and Early Childhood Development, I move that Randy Headley and Sidney Idemudia be appointed as members at large; and that Kimberly Sparks be appointed as member, Dartmouth for the Council on African-Canadian Education.

MACDONALD: For the Department of Labour, Skills and Immigration, I move that William Cutler be appointed member (motive sector), employee; and that Jan Fullerton be appointed as member at large for the Nova Scotia Apprenticeship Agency Board. I move that Michael MacDonald and Todd Marsman be appointed as members (construction sector), as employer and employee respectively of the Nova Scotia Apprenticeship Agency Board. I move that Julie Marks be appointed as member (service sector), employer; and that Shawn McKillop be appointed as member (industrial/manufacturing sector), employee.

JOHN A. MACDONALD: Do you want me just read you the whole motion, Mr. Chair?

JOHN A. MACDONALD: For the Department of Natural Resources and Renewables, I move that Roger Percy be appointed as member and J. Robert MacQueen be appointed alternate member of the Canada-Nova Scotia Offshore Petroleum Board.

JOHN A. MACDONALD: Finally, for the Department of Public Works, I move that Victoria L. Harnish be appointed as Chair & member of the Halifax/Dartmouth Bridge Commission.

We have received some correspondence from Students Nova Scotia. This includes Human Resources Committee Follow-up: Factors Influencing Students Unmet Need, and Innovating Educational Materials, Chapter 7: Investing in Atlantic OER.

 

We’ve also received a second piece of correspondence - response from Department of Advanced Education to request information arising from the February 22nd meeting. Is there any discussion on these items?

 

Seeing none, our next meeting is Tuesday, April 26, 2022, from 10:00 a.m. until noon. Progress reports on implementation of the Canada-Wide Child Care Agreement, and the Excellence in ECE Strategy with the Department of Education and Early Childhood Development and the Association of Early Childhood Educators Nova Scotia.

 

Just a note, if the House is still sitting on April 26th, the committee will only approve ABCs when we meet, and these witnesses will appear at the May 31st meeting.
