An Act to Develop a Computer Application
for Mental Health Resources

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Mental Health App Act.

2 In this Act,

(a) “application” means the application developed pursuant to Section 3;

(b) “Minister” means the Minister of Health and Wellness.

3 The Minister shall develop a computer application to connect residents of the Province with guidance and supports for mental health.

4 (1) The application must include self-help resources and a comprehensive directory of local services.

(2) The Minister shall ensure that the application is maintained and the information available through the application is accurate.

5 The Minister shall partner with the following organizations in the development of the application:

(a) health authorities, as defined in the Health Authorities Act;

(b) community stakeholder groups;

(c) individuals with lived experience with mental health; and

(d) the Nova Scotia Youth Secretariat.

6 (1) Subject to Section 7, the application must be made available to all residents of the Province at no charge.

(2) The Minister shall submit the application for publication on the App Store operated by Apple Inc. and the Play Store operated by Alphabet Inc.

(3) The application must be available on a website operated by the Minister.

7 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
