An Act to Establish
a 2SLGBTQIA+ Bill of Rights
1 This Act may be cited as the 2SLGBTQIA+ Bill of Rights.
2 The purpose of this Act is to reaffirm the rights of 2SLGBTQIA+ Nova Scotians under the Canadian Charter of Rights and Freedoms by establishing
(a) a 2SLGBTQIA+ equity directorate to report to the Minister on 2SLGBTQIA+ issues; and
(b) a permanent community-based advisory body on 2SLGBTQIA+ issues.
"advisory body" means the permanent community-based advisory body established under Section 5;
"directorate" means the 2SLGBTQIA+ equity directorate established under Section 4;
"Minister" means the member of the Executive Council charged with the administration of this Act.
4 (1) Subject to Section 6, the Minister shall establish a 2SLGBTQIA+ equity directorate to report to the Minister on 2SLGBTQIA+ issues.
(a) regularly consult with the 2SLGBTQIA+ community respecting legislation and policy development;
(b) develop strategies to improve 2SLGBTQIA+ equity; and
(c) report to the Minister on progress in improving 2SLGBTQIA+ equity, including with respect to
5 (1) Subject to Section 6, the Minister shall establish a permanent community-based advisory body on 2SLGBTQIA+ issues.
(2) The advisory body shall consider and make recommendations to the Minister respecting
(a) coverage of medication and gender-affirming care in accordance with the World Professional Association for Transgender Health's Standards of Care for the Health of Transgender and Gender Diverse People;
(b) improved training for health care providers;
(c) funding for community health and sexual health organizations; and
(d) any other matter the advisory body considers relevant to addressing 2SLGBTQIA+ health inequities.
6 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
