Explanatory Note

This Bill enshrines in the House of Assembly Act rules respecting the operation of the Law Amendments Committee.

An Act to Amend Chapter 1
(1992 Supplement)
of the Revised Statutes, 1989,
the House of Assembly Act,
to Support Public Participation
in the Law Amendments Committee

Be it enacted by the Governor and Assembly as follows:

1 Chapter 1 (1992 Supplement) of the Revised Statutes, 1989, the House of Assembly Act, is amended by adding immediately after Section 32A the following Section:

    32B (1) In this Section,

    (a) "business day" means a day other than Saturday, Sunday or a holiday, whether or not a sitting day;

    (b) "Committee" means the Standing Committee on Law Amendments.

    (2) No bill referred to the Committee may be considered by the Committee until at least three business days after public notice of its referral to the Committee.

    (3) The Committee may not report a bill to the House until all persons or organizations who have duly registered to be heard by the Committee have been given an opportunity to present to the Committee.

    (4) Persons presenting to the Committee may use visual displays and distribute material to the Committee to augment their oral presentations.

    (5) Presentations to the Committee may be in person or by telephone or video.

    (6) Upon the direction of the Speaker, the Committee shall provide interpretation or translation services.

    (7) The House shall stream video coverage of the proceedings of the Committee.

    (8) The proceedings of the Committee must be recorded in audio, transcribed and published by the House.

    (9) The Speaker shall consider the importance of making Province House a welcoming and easily accessible place for all of the public, including those seeking to make presentations to the Committee, balanced against appropriate security measures.
