Explanatory Notes

Clause 1 gives the Act a short title.

Clause 2 requires regional centres to include a mandatory two-day course on healthy eating and cooking in every high school within their jurisdiction.

Clause 3 requires the conseil scolaire acadien provincial school board to include a mandatory two-day course on healthy eating and cooking in every high school within its jurisdiction.

Clause 4 provides that the money needed for the purpose of this Bill must come from money appropriated for that purpose by the Legislature.

An Act to Amend Schedule A of Chapter 1
of the Acts of 2018, the Education Act,
and Chapter 1 of the Acts of 1995-96,
the Education (CSAP) Act,
Respecting Healthy Living

WHEREAS a key component of healthy living is healthy eating;

AND WHEREAS it is important to learn the basics of healthy eating at a young age;

AND WHEREAS a hands-on cooking education has a positive impact on behaviours and attitudes toward healthy eating;

THEREFORE be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Healthy Beginnings Act.

2 Schedule A of Chapter 1 of the Acts of 2018, the Education Act, is amended by adding immediately after Section 8 the following Sections:

    8A (1) A regional centre shall provide, as part of the public school program for students in grades nine to twelve, inclusive, in every school under the regional centre's jurisdiction, a mandatory two-day course in healthy eating and cooking.

    (2) The healthy eating and cooking course referred to subsection (1) must include hands-on cooking and instruction on

    (a) Canada's Food Guide and nutrition;

    (b) basic food safety;

    (c) healthier cooking;

    (d) organic versus conventional foods;

    (e) how to stock a pantry;

    (f) budgeting tips;

    (g) preparing simple meals on a budget; and

    (h) how to use leftovers and stretch meals.

    8B (1) All required groceries, program materials and a pantry supply kit must be provided to each student.

    (2) At the completion of the course each student must be given a complimentary cookbook and two meal-cooking packages to try at home.

3 Chapter 1 of the Acts of 1995-96, the Education (CSAP) Act, is amended by adding immediately after Section 5 the following Sections:

    5A (1) The school board shall provide, as part of the public school program for students in grades nine to twelve, inclusive, in every school under the board's jurisdiction, a mandatory two-day course in healthy eating and cooking.

    (2) The healthy eating and cooking course referred to subsection (1) must include hands-on cooking and instruction on

    (a) Canada's Food Guide and nutrition;

    (b) basic food safety;

    (c) healthier cooking;

    (d) organic versus conventional foods;

    (e) how to stock a pantry;

    (f) budgeting tips;
