RESOLUTION NO. 1485
HON. CHRISTOPHER D'ENTREMONT: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the Nova Scotia Agricultural College has played a long-term role that has positively impacted Nova Scotia's agriculture and fishing industries for almost 100 years; and
Whereas to ensure the future sustainability of these industries it is important to continue to train students in these sectors; and
Whereas today we celebrate the goals that NSAC students have set for themselves, and the work it has taken to achieve them, as today marks NSAC's 99th convocation ceremony;
Therefore be it resolved that all members of this House congratulate NSAC's class of 2004 for their accomplishments and hard work, and wish them luck with all their future endeavours.

HON. JAMES MUIR: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas International Youth Week is a celebration of youth held annually during the first week of May; and
Whereas Youth Week is a week of fun, interaction, and celebration intending to build a stronger connection between young people and their communities; and
Whereas this government supports Nova Scotia youth through organizations such as the Provincial Student Education Council, the Youth Advisory Council and the Centre for Community Youth Development;
Therefore be it resolved that all members of this House congratulate our youth for the contributions they are already making to their communities, and encourage all Nova Scotians to ensure our communities benefit from the full potential of our young people.

RESOLUTION NO. 1487
MR. CHARLES PARKER: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Sunday, May 9th will mark the 12th Anniversary of the Westray Mine disaster in which 26 miners perished in Plymouth, Pictou County; and
Whereas while the pain and hurt felt by the survivors is less immediate, the protection of workers' health and safety is just as urgent today as it was on May 9, 1992; and
Whereas approval of the Westray amendment to the Criminal Code of Canada was one of the last acts of the Chretien Administration;
Therefore be it resolved that this House affirm the urgent priority of ensuring occupational health and safety, on the anniversary of the tragic Westray Mine explosion which killed 26 miners as a consequence of deliberate decisions and human negligence.

MR. RUSSELL MACKINNON: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas some 4,300 Aliant employees provide an invaluable service to the citizens of Atlantic Canada; and
Whereas these employees have been forced to strike over key issues, including pension benefits and job transfers out-of-province; and
Whereas we, as legislators, have an obligation to do everything we can to protect jobs in Nova Scotia;
Therefore be it resolved that the provincial government use its influence with the corporate interests at Aliant to protect and enhance the overall well-being of Nova Scotian workers at Aliant.

Whereas every mother is a very special, loving and kind person;

Whereas on Sunday, May 9th, Mother's Day will be celebrated across this fine nation of ours; and
Whereas the carnation, being the official Mother's Day flower, a pink one being worn for living mothers and a white one for those deceased; and
Whereas mothers are always there for us, through thick and thin, through good times and bad times;
Therefore be it resolved that the members of this Legislative Assembly wish all mothers and grandmothers a Happy Mother's Day; we thank them for their love and friendship, and most of all for just being a wonderful mother.

RESOLUTION NO. 1491
MR. HAROLD THERIAULT: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas in the early 1970s, Nova Scotia was the leader in the development of marine aquaculture in North America; and
Whereas since this time aquaculture has become a significant contributor to Nova Scotia's economy, with an export value that has reached as high as $50 million in 2001; and
Whereas it has had a very slow growth in Nova Scotia as compared to many other provinces and countries around the world that have capitalized on the innovation and experience of our Nova Scotia aquaculture pioneers;
Therefore be it resolved that this government take a more active role in supporting the aquaculture industry by giving a helping hand to grow an industry instead of letting it falter.

Whereas volunteerism is a platform by which anyone can get involved and make a difference; and
Whereas the East Hants Community Health Board is an important decision-making body providing advice to the district health authority; and
Whereas on Volunteer Awards Night on April 21, 2004, Mr. Armand Goodick was honoured by the Municipality of East Hants for his work with the East Hants Community Health Board;
Therefore be it resolved that this House of Assembly congratulate Mr. Armand Goodick for his generous giving of his talents and time to such an important and needed body.

Whereas Geoffrey Dugas won the silver medal at the national 5-pin YBC Championship on May 3, 2004 in St. John's, Newfoundland; and
Whereas Geoffrey is a young bowler who excels in this sport; and
Whereas national sports competitions bring together the best bowlers in Canada;
Therefore be it resolved that this Assembly express congratulations and best wishes to Geoffrey Dugas for winning the silver medal at the national 5-pin YBC Championship 2004.

HON. CHRISTOPHER D'ENTREMONT: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the 4-H program was established more than 80 years ago to give Nova Scotia's youth the opportunity to develop teamwork and other essential skills that they will use to become responsible members of society; and
Whereas the 4-H program is the largest youth organization in the world with clubs in over 80 countries and 7 million 4-H members worldwide; and
Whereas this weekend 4-H members from across Nova Scotia will compete in provincial speaking and demonstration competitions at the annual 4-H weekend at the Nova Scotia Agriculture College in Truro;
Therefore be it resolved that all members of this House recognize the valuable contributions the 4-H program makes to Nova Scotia youth and wish participants in this year's 4-H weekend much success.

Whereas May 2, 2004 to May 8, 2004 is North America Occupational Safety and Health Week; and
Whereas this special week was launched in June 1997 as a result of NAFTA talks between the Mexican, American and Canadian Governments; and
Whereas the theme for this year's week is, "Build A Safe Beginning";
Therefore be it resolved that the members of this Legislative Assembly continue their efforts in emphasizing the importance of preventing injury and illness in the workplace, while reinforcing the need for ongoing training and increased awareness of health and safety issues.

MR. SPEAKER: The honourable member for Colchester-Musquodoboit Valley.
MR. BROOKE TAYLOR: Mr. Speaker, I move Bill No. 69, the United Way of Halifax Region Act for second reading.
MR. SPEAKER: The honourable member for Dartmouth-South Portland Valley.
MS. MARILYN MORE: Mr. Speaker, I just want to acknowledge the tremendous contribution of the United Way of Metro Halifax to this community, specifically, but also their leadership role to the voluntary sector both here in the province and across Canada. I want to congratulate the board, the staff, the volunteers and the member organizations at this significant time in their development, and I'm pleased to say they are resident, their offices are located within Dartmouth South-Portland Valley, and we're very pleased to have them there. Thank you.
MR. SPEAKER: The honourable member for Cape Breton West.
MR. RUSSELL MACKINNON: Mr. Speaker, I, too, would like to speak in favour of this particular piece of legislation. It is a good-news piece of legislation by a very prominent member of the Progressive Conservative caucus. The issue of the United Way, obviously is one that plays a very significant role on the Island of Cape Breton. I know just this year they have embarked on another very ambitious campaign for fundraising, an umbrella group speaking to, I believe, 23 or 24 different charitable organizations throughout Cape Breton Island. They have helped many individuals and families who have come to require support from the United Way. It is a very worthy organization and as has been noted, not only within our region but provincially, nationally and, indeed, internationally. On behalf of our caucus, we will certainly be supporting that piece of legislation, in the spirit of the usual co-operative mode that minority government operates.
MR. SPEAKER: If I recognize the honourable member for Colchester-Musquodoboit Valley it will be to close the debate.

MR. BROOKE TAYLOR: Mr. Speaker, I want to thank honourable members opposite, especially the honourable members for Dartmouth South and Cape Breton West. I know the United Way is a fine organization, and all members in the House feel that way. We just appreciate the support. I would move this bill for second reading.

HON. RONALD RUSSELL: Mr. Speaker, on behalf of the member for Chester-St. Margaret's, I'm happy to move second reading of Bill No. 71.
MR. SPEAKER: The honourable member for Sackville-Cobequid.
MR. DAVID WILSON (Sackville-Cobequid): Mr. Speaker, just a brief comment on it. I just want to encourage the government to continue their support and ensure that support is given to our theatres throughout our province, especially now, leading into this Summer and tourism season. Many festivals and activities will happen throughout the Summer. I encourage them to continue their support and the means to continue these festivals on to next year and for future years.

MR. RUSSELL MACKINNON: Mr. Speaker, I would certainly like to speak in favour of this, but also to remind the government, on the very principle of what this bill speaks to and that is the support for live theatre throughout Nova Scotia and how it promotes our history, our culture and many of the historical features that Nova Scotia is noted for. But
it's very unfortunate that when it came to the Eastern Front Live Theatre in Dartmouth, what did they do, they cut funding. (Interruptions) I just wanted to put that on the record. I support the principle of the bill, we'll support it going to second reading. HON. RONALD RUSSELL: Mr. Speaker, on behalf of the Minister of Justice, I move second reading of Bill No. 68.
MR. SPEAKER: The honourable member for Cole Harbour-Eastern Passage.
MR. KEVIN DEVEAUX: Mr. Speaker, I wanted to take a couple of minutes to talk about Bill No. 68. If anyone has actually noticed, and someone was making this juxtaposition to me the other day, Bill No. 68, under a minority government, is an Act to Allow International Interests in Mobile Aircraft Equipment. Bill No. 68, when the Tories were a majority, was quite a different bill. (Interruptions)
I find it interesting, and I think in the spirit of the last 15 minutes, to just make that point, that in this minority government, the type of legislation we're seeing coming forward by the government, by the Opposition Parties - just recognizing Bill No. 68 then, Bill No. 68 now, we begin to see the difference. What a difference it can make when we know that we have a government that's, for lack of a better term, having its feet held to the fire through a minority government. We see legislation that is one that's ensuring we're going to have solid legislation, one that involves consultation, one that involves discussions with stakeholders, in most cases. In the spirit of a Friday afternoon, I will leave workers' compensation to another day.
But for today, I can say that I just think it's interesting that Bill No. 68 under a minority government is a very different piece of legislation than Bill No. 68 was in 2002, when we had to deal with the nurses' strike and we had to deal with lab technologists and health care workers, and what they were dealing with, and sitting in this House. I'm sure the members across remember having to hold quorum at 2:00 o'clock in the morning and having to sit through those long hours, there might have been two people on this side and there had to be 15 on that side. I guess we all recall that.
I particularly remember, probably you, Mr. Speaker, and the member for Colchester-Musquodoboit-Valley, would particularly recall having to sit in that Chair hour after hour during Bill No. 68. I think it's interesting to see the difference that can be made when you have a minority government and all Parties are willing to recognize that when a mandate is provided for a minority government, it forces us to have to sit down and talk and to talk to other people as well. I think that that's what's important. I think those are the types of things that we're glad to see.
With regard to this particular piece of legislation, I believe this is related to a particular treaty, I think, or some form of agreement that has been made and we're just ratifying it here in this province. Anything that will allow for our aeronautic industry, as budding as it is, I think it's a good opportunity for us to ensure that we actually are able to be part of international agreements on this, or able to bring forward and allow for the movement of parts and aircraft. Whether it's a budding industry or whether it's industries that are already here like Pratt & Whitney and others at the airport, it's a good opportunity to allow that.
Having an airport in my riding at Shearwater, there is a lot of debate right now about what will be happening with that, whether it is in the repair of aircraft, whether it's in the
dealing of aircraft for purposes of private use. A lot of people talk about the potential of Shearwater as a second airbase that could be used for very specific means, for specific issues, whether it is some sort of aeronautic industry or whether it's just servicing private aircraft. Hopefully, this legislation is one component that will help ensure that that kind of thing can go forward and won't be stalled.
Mr. Speaker, I'm glad I had the chance to speak on this and our caucus will be supporting it in second reading.

MR. RUSSELL MACKINNON: Mr. Speaker, very quickly because we don't have a tremendous amount of detail at this point, we will support it going on to the Law Amendments Committee, to allow our critic the appropriate time - either at the Law Amendments Committee or the Committee of the House on Bills - to deal with any proposed amendments or issues.
With that, we will certainly support this bill going to the Law Amendments Committee.

Whereas Head Coach Chris Strickey and his Kings-Edgehill High School Division I hockey team, won the Nova Scotia Schools Athletic Federation Championship this spring in dramatic fashion; and
Whereas Kings went up against a very tough Auburn Drive High School hockey team that won 56 of 60 games which they played this season; and
Whereas Kings scored with 11 seconds left in regulation time and again 2.24 into sudden-death overtime before 1,100 screaming fans at Hants Exhibition Arena to win the 2003-04 NSSAF title;
Therefore be it resolved that all members of this House applaud Coach Strickey, Captain Ryan Reynolds and teammates on their win, and to the organizers of the provincial championship tournament hosted in Windsor for the first time in a number of years.

Whereas the Hantsport Fire Department answers a number of local alarms annually while always being ready to assist fellow fire departments with mutual aid assistance, and in recent months added to their complement of apparatus by purchasing a new tanker, enabling the department to better combat blazes in areas without hydrants; and
Whereas a community without the devotion of volunteer firefighters would be a community living on the edge, not knowing who they could call at a time of peril or distress;
Therefore be it resolved that all MLAs compliment Hantsport Fire Chief Phillip Scott, the executive and firefighters from the Hantsport Fire Department for their passion and zeal in responding to alarms when required.

Whereas Ms. Kernohan's Grade 2 students each contributed $2.50, which bought the 23 supply kits as well as a donation of $17.25;
