MR. SPEAKER: The honourable member for Queens.
MR. JOHN LEEFE: Mr. Speaker, I beg leave to table a petition signed by all of the seniors who live in Waterloo Place, Number 1, on Harry Holland Drive in Liverpool, as well as by many of their supporters. The petitioners seek to have the government install an elevator in the building and they state that, "At present the situation is dangerous for numerous residents who live there and very, very difficult for the removal of tenants by ambulance personel when necessary.". I have affixed my name thereto.

The operative clause reads, "We, the undersigned, are opposed to the closure of our seven high schools in Pictou County, which are to be replaced by two 'Mega Schools'.". Whereas the Nova Scotia Natural Products Marketing Council is key to the success of our agricultural industry as the supervisory body of the province's 10 marketing boards; and
Whereas Stuart Allaby and Brian Smith have recently stepped down from the respective positions of chair and secretary to the council; and
Whereas Mr. Allaby, who served the council for 13 years, and Mr. Smith who served for close to 12 years, provided invaluable leadership and expert advice to producers;
Therefore be it resolved that this House recognize the importance of the Natural Products Marketing Council and the contribution made by these two gentlemen to the success of agriculture in the Province of Nova Scotia.

Whereas on May 8th, the exhibit Our Halifax opens at the Art Gallery of Nova Scotia; and
Whereas Our Halifax is the result of challenging high school students to take a close look at Halifax and to express their perceptions of the city; and
Whereas four Halifax area high schools have taken up this challenge;
Therefore be it resolved that members of this House congratulate the students of Auburn Drive High School, Halifax West High School, Queen Elizabeth High School and Sir John A. Macdonald High School on the opening of this exhibit and make every possible effort to visit the Art Gallery of Nova Scotia to view it.

DR. JOHN HAMM: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the government has refused to publicly release the detailed business plan that it claims supports an infusion of an additional $44 million of taxpayers' money to Sysco; and
Whereas despite its refusal to present Sysco's five year business plan for public scrutiny, the government has hired a PR firm in an attempt to generate support for its latest multimillion commitment to Sysco; and
Whereas if the government had any faith in its plan to make Sysco profitable, it would release the five year plan as well as any and all details concerning its contract with Hoogovens and ABN Amro;
Therefore be it resolved that instead of simply ordering . . .

MR. DOWNE: Thank you very much, Mr. Speaker. I am sure the two members, one I know, who is up in the gallery would be used to maybe some of the antics in different Houses.
I am pleased to introduce to you and to members of the Assembly, in the east gallery, two individuals. One of the visitors is an elected representative in the Newfoundland House of Assembly, Mr. Tom Lush. Sitting beside him is another individual, Mr. Tom Donnellan, who is co-founder, with his wife, Cathy, of Peter's Place in Pleasantville, Lunenburg County. Peter's Place offers a rehabilitation house and treatment for individuals who are suffering from head trauma. I would ask the members of the Assembly to give them a warm welcome as they stand in the east gallery and accept this warm welcome. (Applause)
MR. SPEAKER: I don't know if the honorable Minister of Finance mentioned it either, but Mr. Lush was also Speaker at one time.

MR. PAUL MACEWAN: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the NDP has presented Saskatchewan as the workers' paradise and the ultimate socialist Utopia for years; and
Whereas the struggles of the Saskatchewan nurses have focused national attention on how difficult the situation for the working class actually is under the government of Premier Roy Romanow; and
Whereas the House of Romanow in Saskatchewan sold out to big business years ago and has become one of the most right-wing provincial administrations anywhere in Canada;
Therefore be it resolved that the struggle of the Saskatchewan nurses demonstrates why so many right-wing voters there feel very comfortable voting for the NDP and the Romanow dynasty provincially and for the Reform Party and the Manning dynasty federally.

MR. ROBERT CHISHOLM: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the development and construction phases of the Sable Gas project are providing a tremendous economic boost for Nova Scotia; and
Whereas nevertheless the labour force report just showed another increase in the unemployment rate, 10.3 per cent in March up from 9.6 per cent last year; and
Whereas capital investment in Nova Scotia is forecast to decline this year;
Therefore be it resolved that this House urge the government to concentrate on economic and energy strategies to sustain growth in our province rather than simply telling people to feel good.

Whereas there is at present a shortage of acute care hospital beds at the Aberdeen Hospital in New Glasgow; and
Whereas despite the shortage of beds and people lying on stretchers in the emergency wing, a number of beds are stored in rooms that only require the doors to be open and the lights turned on in order for them to become operational; and
Whereas similar to other hospital bed shortages across Nova Scotia, the issue of the shortage at the Aberdeen has been lost in a bureaucratic maze at the regional health board level;
Therefore be it resolved that the Minister of Health ensure this bureaucratic maze is halted and a level of comfort put back in place for the people of Pictou County so that they will not be turned away on arriving at the Aberdeen Hospital in New Glasgow.

Whereas the Port Hawkesbury Strait Pirates, on Saturday night, defeated the Sackville Blazers 4 to 3 to win the Nova Scotia Junior 'B' Hockey Championship; and
Whereas Port Hawkesbury goalie, Jason Boudreau was chosen playoff MVP; and
Whereas Port Hawkesbury now advances to the Atlantic Championship which commences on Wednesday in Bell Island, Newfoundland;
Therefore be it resolved that this House extends congratulations to the Port Hawkesbury Strait Pirates Junior 'B' Hockey Team on their championship victory and their playoff MVP goalie, Jason Boudreau, and wish them every success as they compete for the Atlantic Championship.

Whereas UCCB has been awarded a $350,000 contract by the Canadian International Development Agency, CIDA, to work with the Periyar Maniammai College on a four year environmental training project;
Therefore be it resolved that this House offer congratulations to the University College of Cape Breton on receiving this prestigious award and on their leadership in the field of science and technology.

Whereas in order to ensure high standards are maintained by competent staff, the Nova Scotia Society of Medical Laboratory Technologists is seeking legislation to recognize medical laboratory technologists as licensed professionals; and
Whereas the Liberal Government continues to delay promised legislation;
Therefore be it resolved that the Minister of Health immediately introduce legislation that will ensure professional designation for Nova Scotia's medical laboratory technologists.

Whereas on Sunday, March 21st, the Cheticamp Bantam "A" Trail Riders won the Provincial Bantam A Championship; and
Whereas the team won the championship game before a home-town crowd and after an extraordinary triple-overtime contest; and
Whereas even after six gruelling periods, both teams - the Cheticamp Trail Riders and the Kentville Canadians - continued to display spirit and determination;
Therefore be it resolved that this House recognize both teams for their dedication to the sport of hockey and congratulate the Cheticamp Bantam "A" Trail Riders on their victory in the Provincial Bantam A Championship.

Whereas in December, 1997, the Premier signed a Memorandum of Understanding committing his government and Sable Gas to start the training programs Nova Scotians need for emerging jobs; and
Whereas a government news release today reports that jobs "where instrumentation is a required skill", will be available later this year; and
Whereas that same release says that the advanced diploma program in instrumentation engineering technology will start in September 2000, at least two years late;
Therefore be it resolved that Nova Scotians for whom no instrumentation training was provided deserve much better than today's announcement that it will be another 17 months before there is a Nova Scotia diploma program.

Whereas the Minister of Health cannot get a handle on the millions and millions of dollars in overexpenditures taking place within his department; and
Whereas despite these overexpenditures, basics such as sufficient hospital beds in the Colchester Regional Hospital in Truro are not being provided; and
Whereas patients brought into the emergency area of Colchester Regional Hospital are being forced to lie on stretchers in the outpatients' area because beds cannot be found;
Therefore be it resolved that the Minister of Health begin facing reality and instead of ignoring each and every problem presented to him, he move to increase the number of beds at the Colchester Regional Hospital.

Whereas Dr. Peter C. Aucoin was honoured this afternoon as the 1999 recipient of the Lieutenant Governor's Medal for Excellence in Public Administration; and
Whereas this medal is awarded annually to an individual who has significantly enhanced the performance of public administration; and
Whereas Dr. Aucoin is respected internationally for his reputation as a scholar, consultant and adviser to government and academia;
Therefore be it resolved the members of this House join with Lieutenant Governor John James Kinley, Chief Justice Constance Glube, and the international community of public administrators in congratulating Dr. Peter Aucoin on receiving this prestigious award.

Whereas the Minister of Health refuses to address the shortage of ambulances in Pictou County; and
Whereas paramedics in Pictou County have a record of 14 incidents as a result of delays in dispatching ambulances; and
Whereas despite these incidents, the Minister of Health claims there are no problems relative to ambulance service;
Therefore be it resolved that if enough ambulances exist in Pictou County, the Minister of Health explain why ambulances are being summoned from as far away as Bedford for emergencies in Pictou County.

Whereas last year much of Central America was devastated by Hurricane Mitch; and
Whereas since then, schools throughout Inverness County have taken on projects in partnership with the Red Cross to help victims of the hurricane; and
Whereas the students of Whycocomagh Consolidated School recently added their support by contributing funds raised through lunches, penny drives and even handing over money saved for Christmas gifts;
Therefore be it resolved that this House congratulate the students and teachers of Whycocomagh Consolidated and all schools that contributed to the relief projects for victims of Hurricane Mitch.

Whereas last Thursday, the Halifax Chronicle-Herald quoted the Minister of Justice as saying that the new Human Rights Commissioners are "fine Nova Scotians serving their party"; and
Whereas the Halifax Chronicle-Herald published a correction because the quote was not an exact reflection of the minister's words; and
Whereas Thursday's quote was nonetheless an accurate reflection of the minister's actions in putting patronage appointments before the human rights of Nova Scotians;
Therefore be it resolved that this House forgive the Halifax Chronicle-Herald for mistaking the quote, even though they clearly got the picture.

Whereas instead of focusing on primary health care as the centrepiece of health reform, the Liberal Government focused on structural change; and
Whereas in 1994, the Nova Scotia Task Force on Primary Health Care released its report proposing a primary health care system model; and
Whereas five years after the Task Force on Primary Health Care released its report and without releasing any details of what was learned from previous demonstration projects, the government has announced a second round of demonstration projects;
Therefore be it resolved that instead of stalling the process of health renewal by announcing yet another set of demonstration projects, the Minister of Health immediately provide community health boards with a legislated mandate for determining primary health care services on the local level.

Whereas this team went on to place second, winning the silver medal, at the Girls Bantam Basketball Division Provincials held at the East Preston Recreation Centre on April 11, 1999;
Therefore be it resolved that this House commend the East Preston Pacers Girls Bantam team for their demonstrated ability and team work in achieving this status.

Whereas the government refused in Question Period to form a task force to address this serious situation on behalf of all Nova Scotians;
Therefore be it resolved that all members of this Legislature encourage the government to show seniors and all Nova Scotians that they do indeed take this matter seriously and agree to forming a task force to ensure seniors can remain in their homes and feel safe.

Whereas the Minister of Economic Development and Tourism refuses to be accountable to taxpayers and this House, withholding key details regarding Sysco, Mac Timber and Staples just to name a few;
Therefore be it resolved that the Premier reconsider his decision to put an unaccountable, not so penny-wise, certainly pound foolish minister in charge of a department that is running amok with the taxpayers' money. (Interruptions)

Whereas thousands of jobs in many Nova Scotian communities depend directly or indirectly upon an active shipbuilding industry;
Therefore be it resolved that this House endorse Premier Theriault's effort to gain the federal government's commitment to participate in developing a much needed national shipbuilding policy.

Therefore be it resolved that all members of this House extend a heartfelt thank you to the Cumberland County YMCA, Trina Clarke, Patti Bennet and the children and parents who have participated in this generous initiative.

Therefore be it resolved that the bombastic Minister of Economic Development and Tourism tell this House if his department has simply pulled off a PR coup or if it has adopted a new more taxpayer-sensitive policy of economic development, and if so, would he table it today.

Whereas the Parish of Dartmouth amalgamated and became the Heritage Credit Union tying together a large section of the province;
Therefore be it resolved that this House acknowledge the contribution the Heritage Credit Union makes to the economic well being of our communities and wish the members and staff the best on their 60th Anniversary.

Whereas the 30 year old Halifax division has been able to count on the kindness and generosity of the Logans for almost its entire history of serving the needs of its clients; and
Whereas there are 167 clients on the Halifax Meals on Wheels list receiving about 1,600 meals a month;
Therefore be it resolved that all members of this House of Assembly recognize the tremendous contribution made by Wilf and Ethel Logan and applaud their inspirational 25 year volunteer service to their community and to all of Nova Scotia.

Whereas the Sutherland-Harris Memorial Hospital, a community hospital in Pictou, has the necessary space, resources and community support for such a demonstration project; and
Whereas doctors in Pictou have already expressed interest in working collaboratively with a nurse practitioner and in alternate payment mechanisms;
Therefore be it resolved that the Department of Health seriously consider the primary care providers and the people of Pictou and surrounding area for this pilot project.

Whereas the Kingsburg Coastal Conservancy is a charitable non-profit land trust which was incorporated in 1995 to maintain coastal access and conserve and protect the habitats, beaches and wetlands surrounding the Village of Kingsburg, Lunenburg County; and
Whereas Dr. David Murphy and Dr. Sonia Salisbury are part-time residents of the province and have donated nearly 20 acres of wetland to the conservancy; and
Whereas the conservancy has nearly 200 members and supporters and is one of eight groups in Nova Scotia able to accept ecological gifts;
Therefore be it resolved that the House of Assembly congratulate the Kingsburg Coastal Conservancy on its commitment to preserving Nova Scotia's wetlands for future generations and Drs. Murphy and Salisbury for recognizing the importance of assisting the Kingsburg Coastal Conservancy in their important work.

Whereas the terrifying final moments and subsequent crash of Swissair Flight 111 off Peggy's Cove last September 2nd will never be forgotten; and
Whereas the federal Minister of Transport seems to have overlooked a near crash at the Fredericton Airport in 1997 when he privatized the operations of Canada's Air Traffic Control System in 1996; and
Whereas the Canadian Air Traffic Controller's Association will be staging an information picket at the Halifax International Airport later this week to inform the general public that they are stressed out, overworked and do not see the situation getting better anytime soon;
Therefore be it resolved that the Premier and his Minister of Transportation and Public Works speak with the Prime Minister and his federal Minister of Transport and urge them to immediately take steps to ensure the safety of the Canadian travelling public.

Whereas support from local businesses played a significant role in the putting together of the both the play and a terrific program for observers to read from;
