An Act to Implement a Guaranteed
Basic Income Pilot Project
1 This Act may be cited as the Guaranteed Basic Income Pilot Project Act.
"Minister" means the Minister of Finance and Treasury Board;
"pilot project" means the pilot project developed and implemented under Section 3.
3 Subject to Section 7, the Minister shall, within one year of the coming into force of this Act,
(a) identify the areas of the Province with the highest rates of child poverty;
(b) develop a pilot project to implement a guaranteed basic income in the areas identified under clause (a); and
(c) implement the pilot project.
4 The pilot project must be continued for a period of at least four years and may be extended for such further period as is prescribed by the regulations.
5 (1) The Minister shall conduct an evaluation of the pilot project four years after its implementation.
(2) The Minster shall table the results of the evaluation in the House of Assembly within 60 days after the date referred in subsection (1) or, where the House is not then sitting, file it with the Clerk of the House.
6 (1) The Governor in Council may make regulations
(a) respecting the pilot project, including
- (i) the identification of areas of the Province with the highest rates of child poverty,
(b) setting the amount of the guaranteed basic income for areas in which the pilot project operates;
(c) extending the duration of the pilot project;
(d) respecting the evaluation of the pilot project;
(e) defining any word or expression used but not defined in this Act;
(f) respecting any matter or thing the Governor in Council considers necessary or advisable to effectively carry out the intent and purpose of this Act.
(2) The exercise by the Governor in Council of the authority contained in subsection (1) is a regulation within the meaning of the Regulations Act.
7 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
