Explanatory Notes

Clauses 1 and 2 require that health cards not indicate the sex, gender identity or gender expression of their holder.


Clause 3 provides an option for an "X" on driver's licenses in place of the indicator of sex.

An Act Respecting
Gender-Neutral Identification

Be it enacted by the Governor and Assembly as follows:

1 Chapter 197 of the Revised Statutes, 1989, the Health Services and Insurance Act, is amended by adding immediately after Section 3 the following Section:

2 Chapter 44 of the Acts of 2012, the Insured Services Health Act, is amended by adding immediately after Section 7 the following Section:

3 Section 75 of Chapter 293 of the Revised Statutes, 1989, the Motor Vehicles Act, is amended by adding immediately after subsection (2) the following subsections:
