An Act to Review Ancillary Fees
at Universities in Nova Scotia

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Affordable Higher Education Act.

2 (1) On or before June 1, 2013, the Minister of Labour and Advanced Education shall, subject to Section 4, undertake a comprehensive review of all ancillary fees charged by post-secondary educational institutions to students in the Province.

(2) The review referred to in subsection (1) must include

(a) a description of all fees which constitute ancillary fees charged to students by post-secondary educational institutions;

(b) a cross-jurisdictional review of all ancillary fees charged to students enrolled in post-secondary educational institutions in each province of Canada;

(c) an analysis of the correlation of ancillary fees to tuition costs and government grants to post-secondary educational institutions in each province of Canada;

(d) an examination of inflationary cost pressures on post-secondary educational institutions and the corresponding impacts with regard to fees;

(e) an examination of ancillary fee structures and the impact of changes in fee levels on post-secondary students, specifically with regard to accessibility and affordability; and

(d) such other matters as determined by the Minister.

3 (1) The review must be completed and a report submitted to the Minister on or before September 30, 2013.

(2) The report must be tabled by the Minister in the House of Assembly if the House is sitting or, if the House is not sitting, filed with the Chief Clerk of the House.

4 The moneys required for the purpose of this Act must be paid out of moneys appropriated for that purpose by the Legislature.
