STATEMENTS BY MINISTERS

THE SPEAKER « » : The honourable Premier.

HON. IAIN RANKIN (The Premier) « » : Mr. Speaker, I rise today to pay tribute to Geoff Regan - brother, son, father, husband, friend, and a passionate Nova Scotian. After 24 years of public service, Geoff announced on March 31st that he would not seek re-election as the Member of Parliament for Halifax West. During his more than two decades in the House of Commons, he served as Parliamentary Secretary, Minister of Fisheries and Oceans - literally the warden of our coastlines - Regional Minister for Nova Scotia, and of course the House of Commons Speaker.

It is clear that the job he liked the most, and the title he was most proud of, was Member of Parliament for Halifax West, a riding he represented through eight federal elections since 1993. Oh, yes, there was the blip from 1997 to 2000. Geoff refers to this as "the involuntary sabbatical." But Geoff came roaring back and continued to serve, serve, and serve again.

Politics and public service are in Geoff's DNA - something I can relate to, having grown up around politics. It is hard to resist, but for Geoff, however, the calling was much louder. He is a son of Gerald Regan, who also devoted his life to representing Nova Scotia as a Premier and as a federal Cabinet Minister to the current Prime Minister's father in the House of Commons and in his Cabinet. Geoff has said: My late father was a towering figure in my life. He forgave my failures, delighted in my success, and gave me most of my dad jokes.

His maternal grandfather was an MP from Saskatchewan who served in the House of Commons with Prime Minister Trudeau's maternal grandfather. And his wife? Well, she is the MLA for Bedford and the Deputy Premier, so you can see he learned from some of the best.

Through the years, I have known Geoff as a smart and capable minister, an excellent Speaker of the House of Commons - in fact, the first Nova Scotian in over 100 years to serve as that Speaker - in both official languages.

Between elections - and as I noted, there were many - Geoff was also out knocking on doors and attending community events, and he hosted over 150 Let's Talk town hall-style meetings. This riding is one of the most diverse, if not the most diverse, in Nova Scotia. He embraced and valued that diversity, and he was often seen at many multicultural events and even taking part in some of them.

He knew his people. He knew the issues. He knew how to bring them to Ottawa and provide a strong voice for this part of the country. Geoff worked well with his provincial colleagues to work on things like the Blue Mountain Wilderness Connector, an important piece of protected land for the Blue Mountain-Birch Cove Lakes Wilderness Area.

What stands out for me, however, is I believe this is a lesson for all politicians to not just focus on being re-elected. I could recall in my early days the boundary changes that took Prospect away from Halifax West. You would often see Geoff, to the end of his term for that area, at many different community events and helping people in that area with their issues.

Politics, putting yourself and your ideas out there, can be tough and humbling. Geoff put himself out there time and time again. He is a true believer in the power of good public policy to help lift people up.

I always admired Geoff for that, for his ability to rise above the partisan barbs and jabs, especially as Speaker. He worked hard to elevate the tone of debate, often on both sides of the House, in both official languages.

Geoff never slowed down, even during this year of the pandemic. As he was nearing his decision to step down after the next election, he continued to work hard for his community and province, delivering federal funds for recreation centres and, off-and-on, attending events over Zoom.

In a profession where job security is at a minimum, Geoff prevailed and did so with class and honour. As he entered politics, so will he leave: a true public servant, a gentleman, and on his terms in control of his own destiny. That, Mr. Speaker, is impressive.

To his children, Caitlin, Nicole, Harrison, and his wife and partner in politics, the member for Bedford, you all share the ups and downs of political life. We in this Chamber know how much families are a central part of our journey. To Geoff and to yours, I wish you well on the next journey. (Applause)

BRAD JOHNS « » : Mr. Speaker, I want to thank the Premier for providing our caucus with a copy of his script well in advance.

Few people understand the demands that public life can have on a person and on their families. All members here will attest that the job often means phone calls during family suppers, meetings that conflict with the ballet recitals or championship games, and important votes that just happen to show up on your wedding anniversary. Nonetheless, we do it gladly. We do it because we want to contribute to a better future for our province and for our country.

Geoff Regan's 24-year career is certainly a testament to his desire to improve the lives of his fellow Nova Scotians and fellow Canadians. I know that all members of this House want to take an opportunity to thank Geoff for his public service. I'm pleased to add my voice to the voices of the entire PC caucus and our Leader, Tim Houston, to that number.

I recently heard someone say that retirement is like coming home one day and telling your wife, honey, I'm home - for good. That should give the member for Bedford a little food for thought, I think. I'm sure the member is looking forward to only having one phone ringing now during supper, instead of having two people having their phones ringing, and only one having to slip out for anniversary celebrations.

To Geoff, to the member for Bedford - his wife Kelly - Caitlin, Nicole, and Harrison, I extend sincere congratulations on this important milestone and best wishes for many happy years ahead.

THE SPEAKER « » : The honourable Leader of the New Democratic Party.

GARY BURRILL « » : Mr. Speaker, we in the NDP are happy to join our colleagues in wishing Geoff Regan the best in his decision not to reoffer as the Member of Parliament for Halifax West.

Mr. Regan has served politically in a number of capacities, but I think the one with which he is most clearly associated in the public mind, surely, is his role in recent years as the Speaker of the House of Commons. To hold this is a singular thing because the Speaker of the House is a singular office. It symbolizes in the person who holds it, whether in this House or any other House, that the House is not the House of Liberals or of Conservatives or of this Party or of any Party. It is, in fact, the House of the people. This is the thing that is embodied in the person and the Office of the Speaker. It embodies the truth, and it is only the people who are the ultimate sovereigns of the seats of the House and of the direction that is taken there.

This is a wonderful truth for a person to have embodied. We extend to Mr. Regan every best wish in his unfolding future. (Applause)

HON. ZACH CHURCHILL « » : Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas medical laboratory professionals are an integral part of patient care, who can see beyond the black and white and provide test results that reveal answers needed for a full picture of your health; and

Whereas medical laboratory professionals run up to 1.2 million lab tests every day to help diagnose everything from cancer to diabetes to COVID-19, saving countless lives along the way; and

Whereas this week you can visit the Nova Scotia Provincial Legislature after dusk, Halifax City Hall 15 minutes before sunset to 8:00 a.m., and the Big Fiddle in Sydney 30 minutes before sunset to 30 minutes after sunrise to watch an indigo light display to celebrate the medical laboratory profession;

Therefore be it resolved that all members of the House recognize April 11 to 17, 2021, as National Medical Laboratory Week, and encourage all of us to learn more about the crucial role that medical laboratory professionals play in our system.

Mr. Speaker, I request waiver of notice and passage without debate.

HON. KEITH COLWELL: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the Change is Brewing Collective was formed in June 2020 by Giovanni Johnson, LaMeia Reddick, Damian McCartney, Amber Zaza, Shekara Grant, Jayme-Lynn Gloade, and O'Neil Miller to promote racial inclusiveness in the Nova Scotia craft beverage industry through collaborations, education, and community outreach; and

Whereas the Collective has already successfully partnered with Nova Scotia craft brewers and cideries to release five limited-edition craft beer and cider products, developed and brewed by Black, Indigenous, and People of Colour (BIPOC) with a portion of the proceeds being donated back to youth and community programs; and

Whereas Change is Brewing initiatives improves access to training and internships that develop marketable skills and enable access to employment opportunities in this exciting industry for more Nova Scotians;

Therefore be it resolved that all members of this House recognize the passion, efforts, and accomplishments of the Change is Brewing Collective to help create a more inclusive and innovative Nova Scotia craft-brewing industry.

Whereas in 1611, Louis Hébert arrived in Nova Scotia, and Samuel de Champlain in 1606, and planted the first vineyards in Bear River in Annapolis and Digby Counties; and

Whereas the location of the first vineyard was selected for its unique microclimate, resulting in the first vineyard in Canada 200 years before Ontario and 250 years before British Columbia;

His expertise at every level has allowed Darryl to champion the hatchery program and leave his mark on the strategic development of enhancement operations throughout Nova Scotia; and

Whereas Darryl's most enduring legacy will be the respect and admiration of his staff and the many sports fishing organizations and volunteers that benefited from his dedication and commitment. While delivering trout was the mandate, "we deliver smiles" was Darryl's most important goal;

Therefore be it resolved that all members of this House recognize Darryl Murrant for going above and beyond throughout his career and having lasting impacts on the Department of Fisheries and Aquaculture and the industries we support.

SENIORS: AFFORDABLE HOUSING OPTIONS - EXPANSION NEEDED

KENDRA COOMBES « » : Mr. Speaker, more and more seniors are being affected by the lack of affordable housing options in Nova Scotia. With a 1 per cent vacancy rate, a plan for expanding the options for affordable housing in our province is required.

We have seniors who are struggling to pay for eyeglasses and medications. We have seniors struggling to buy groceries and heat their homes. Seniors and their families struggle to get access to home care and long-term care placements. They are met with wait-list after wait-list and often resort to surrendering their parents at hospitals in the hopes of having them placed in long-term care.

Mr. Speaker, Nova Scotia seniors deserve better, and more investment is needed to help them.

HON. BEN JESSOME « » : Today, I would like to recognize Irekanmi Awoyiga. He's an inspirational youth who was a recipient of a Provincial Volunteer Award.

He's a Grade 12 student at C.P. Allen High School, attending the International Baccalaureate program, and is also the founder of the Innovation Club. He's a positive young man who greets everyone he knows with a smile on his face. His volunteerism with HRM Recreation, the Generation1 Leadership Initiative, and the Office of the Nova Scotia Ombudsman's Youth Council made him a wonderful choice for this past year's Provincial Volunteer Award.

It was a particularly exciting year because not only did he receive that Provincial Volunteer Award, but he also received the Lieutenant Governor's Education Medal in September 2020.

The award recognizes professionals in the provision of pre-hospital emergency medical services to the public, who have demonstrated exemplary service in their careers for at least 20 years, including 10 years in an emergency medical services position that involves potential risk. These paramedics have dedicated their careers to providing high-quality care to Nova Scotians in their time of greatest need, sometimes at their own personal risk.

Mr. Speaker, I ask all members of the House to join me in commending Mr. Strong and the other recipients in 2020 on this well-deserved award and thank them for their dedication and commitment to the health and safety of Nova Scotians.

RESPONSE TO SYSTEMIC MISOGYNY - CONDEMN

CLAUDIA CHENDER « » : I rise to recognize and condemn the recent events at West Kings District High School.

As everyone in this Chamber and at home should be aware, on April 9th, upon rightfully complaining about a misogynistic, degrading, and thoroughly inappropriate shirt worn by a classmate that read "'tis the season to be rapey" - and I will table that - after posting to social media, without identifying the wearer, Kenzie Thornhill was suspended by the Annapolis Valley Regional Centre for Education. Although the school and the regional centre have backtracked after Kenzie and her peers protested this terrible decision, she has yet to receive an apology.

I ask all members of this House to join Kenzie, her peers, our caucus, and all people galvanized by these events in condemning the systemic misogyny on display in this incident and demanding better.

With the support of Amber Judy and the wonderful board of directors and community volunteers, 7Arts has grown to become a beacon for the arts in Kings West. They have gone above and beyond to ensure Public Health guidelines were adhered to while enabling people to have access to the arts. From youth art classes to live music and everything in between, there is truly something for everyone.

This is such a great addition to our community and I look forward to visiting it again in the near future. RESTAURANT INDUS.: VICTORIA PARK POOL FUNDRAISING - THANKS

DAVE RITCEY « » : Mr. Speaker, I rise today to recognize the local restaurant industry in coming together and giving back to a worthy cause in my constituency. Victoria Park pool in Truro is needing an estimated $1 million in upgrades and in maintenance improvements.

The facility, with its original pool, was built in 1959 and was the largest outdoor public pool east of Montreal. With the community's support, the pool was replaced in 2004. Local restaurant owner Derek Forsyth reached out to the Town of Truro to partner with local food and beverage establishments.

During the month of April, the 14 restaurants in Truro-Bible Hill-Millbrook that are involved will be offering three specials, with a dollar from each purchase going towards the pool.

Mr. Speaker, I would like to thank the 14 eateries for taking this initiative, giving back in support of the Victoria Park pool upgrades in our community.

HOMELESSNESS IN CBRM: CONTINUING CYCLE - RECOG.

KENDRA COOMBES « » : Mr. Speaker, in 2016 the CBRM Affordable Housing and Homelessness Working Group identified 137 people experiencing homelessness in the Cape Breton Regional Municipality. In 2018, they had identified 278 people who were homeless. Sadly, on October 27, 2020, a body was discovered in the original CN Rail terminal building in Sydney. The individual was homeless.

One issue is that, without a fixed address, an individual cannot access ESIA and therefore they do not have money to access affordable housing, thereby continuing the cycle.

Mr. Speaker, more resources are needed to address the rapidly increasing number of people without housing in CBRM. Nobody should be without a safe home, and no one should have to die because of a lack of housing and income.

The Fall River resident secured her spot at this Summer's Tokyo Olympic Games, as her women's K-4 crew earned impressive back-to-back final wins during the Olympic team trials in Burnaby, B.C. Michelle Russell is of Fall River and had a perfect race card. She placed first in every heat, semi-final and final. She raced across the 200m, 500m, and 5000m disciplines.

Mr. Speaker, I would also like to congratulate Mike Kerrivan, Michelle's coach, who has worked hard to get Michelle to this point in her paddling career.

MURRAY RYAN: Mr. Speaker, I rise today to congratulate Josephine Clarke, who celebrated her 90th birthday this past February 13th. Josephine, known in her community of Florence as the "Fudge Lady," is an institution in the community and loved by all.

For many years, until age started to catch up with her, she spent tireless hours making fudge for the big evening to hand out to trick or treaters, as Josephine's house was the house to stop at on Halloween.

On the day of my visit, Josephine extended a true Florence welcome, which included a fresh glass of lemonade. Josephine spoke at length about her community, many Summer days on Florence Beach, and her love of fudge and greeting the children on Halloween.

CLAUDIA CHENDER « » : Mr. Speaker, I rise today to recognize Shawn Parker, the North End Halifax and downtown Dartmouth Street Navigator. He spends his days working with vulnerable people, helping them navigate and access services, and with affordable housing a crisis in this province, helping to keep people in their homes.

This year's been extremely tough on frontline workers like Shawn. He talks to people every day who are struggling, often with little to no support. Shawn has helped a number of Dartmouth South constituents to stay in their homes and is a regular and welcome presence in our office. When all else fails, we call Shawn, and so often his help is the thing that allows people to fill their prescriptions, pay their rent arrears, get their power reconnected and, just as importantly, have direct contact with someone who really cares.

Please join me in thanking Shawn Parker for the beautiful, heartbreaking, and essential work he does for our community. He shouldn't have to do it, but we're glad he does.

CANCER SURVIVORS DAFFODIL GARDEN - CONGRATS.

KIM MASLAND « » : Mr. Speaker, today I recognize a Queens County constituent and artisan, Ivan Higgins of Concrete Creations. Ivan is a well-known sculptor in Queens, and tourists and residents alike take great pleasure in walking through the gardens behind Cosby's Garden Centre and admiring his incredible work.

Most recently, one of Ivan's creations is being displayed in Atlantic Canada's first garden for cancer survivors. The Cancer Survivors Daffodil Garden, located in Dartmouth, is a tribute to hope. Ivan's statue of three individuals from three different generations creatively depicts that cancer does not discriminate based on age or gender.

Mr. Speaker, please join me in congratulating Ivan and in thanking him for allowing his beautiful sculpture to be enjoyed and appreciated by those visiting the Daffodil Garden.

CALLING OUT RAPE CULTURE - RECOG.

LISA ROBERTS: Mr. Speaker, I want to recognize the leadership and clear thinking of Kenzie Thornhill, a Grade 12 student at West Kings District High School in Auburn, Nova Scotia.

The 17-year-old Grade 12 student noticed another student wearing a shirt that promoted rape culture. She took a photo that showed the shirt, not the student, posted it to social media, and showed it to a teacher and a hall monitor. After she was suspended for posting the photo, more than 100 students rallied and walked out in support. Many female students wore clothing that is prohibited by the dress code. Ms. Thornhill cheered them on from across the street.

Mr. Speaker, young women are not responsible for rape culture or for their own experiences of sexual harassment and assault. The way they dress at school is not responsible. Ms. Thornhill was clear and correct that she did nothing wrong. In fact, she did something right.

Young people use social media to speak truth to power. Young people like Ms. Thornhill are not our future but our present leaders.

HUGH MACKAY: Mr. Speaker, I rise again today to congratulate Mr. Chris Heide of Mahone Bay, the former managing director of the Chester Playhouse. Mr. Heide has been named this year's recipient of Theatre Nova Scotia's Annual Legacy Award.

Chris began his professional theatre career in 1979 with Mulgrave Road Co‑op Theatre in my former hometown of Guysborough; he became writer in residence at Mermaid Theatre in 1984; and from 1996 to 2004, Chris was the managing director of the renowned Chester Playhouse.

I invite all members of the House of Assembly to join me in congratulating Chris Heide and thanking him for his contributions to the Nova Scotia theatre community.

RAFAH DICOSTANZO « » : Mr. Speaker, I would like to recognize a dedicated constituent, Dorothy Keays, who lives at the Woodbury condominiums on Parkland Drive in my riding. She and many other condominium owners have been maintaining the walking trails at Belchers Marsh. For several years, Belchers Marsh cleanup day has become an annual event for the condominium owners and neighbours. Every May, Dorothy and the team provide garbage bags, trash pickers, gloves, water, and a light snack.

The Woodbury team had previously hosted an event and brought a small wooden boat complete with a fisherman and a dog to make the water cleanup more accessible. Dorothy enjoys the beauty of the marsh. It is a natural space that she uses daily and wants to keep clean for the entire Clayton Park West community to enjoy.

Would the members of this House please join me in thanking Dorothy for her time and dedication to maintaining a shared community park.

CIOE 97.5 Community Radio is run by talented volunteers who have been achieving wonderful things since the station was first established in 2015.

The station broadcasts East Coast music virtually, and from every genre, for over 100 hours each week to not only HRM and beyond, but CIOE also streams live online, giving worldwide exposure to our East Coast artists. Prior to COVID-19, the station held in-house concerts and CD release parties, bringing live East Coast talent right into the CIOE concert hall.

Mr. Speaker, I would like to ask that all members of the House of Assembly join me in congratulating the volunteers at CIOE 97.5 Community Radio for their continued efforts to spread the word about our incredibly talented East Coast musicians.

FUMES ROLLING PAPERS: BUS. SUCCESS - RECOG.

LISA ROBERTS: Mr. Speaker, it has been estimated that about 80,000 Canadians may be eligible for a pardon for simple possession of cannabis, but more than two years after its possession was decriminalized, only a few hundred have received a pardon. The federal New Democratic Party proposed a more proactive approach that would have expunged possession convictions, but it did not get support in Parliament.

Black Canadians are disproportionately policed and criminalized, and convictions for possession have had many consequences in people's lives. A study released last Fall estimated that Black Canadians make up less than one per cent of the owners, directors, and leaders of the legal cannabis industry, now worth billions.

In this context, in 2020, brothers Josh Creighton, Treno Morton, and Tyler Morton launched Fumes Rolling Papers and Accessories, a 100 per cent Black-owned business in the cannabis industry. After less than a year, this start-up is selling high-quality hemp rolling papers at more than 85 locations in Nova Scotia, Ontario, and British Columbia, as well as online.

I want to recognize their entrepreneurship, leadership, and determination.

TRASH TO CASH FOR CHARITY, MAHONE BAY:

COM. FUNDRAISING - THANKS

HON. SUZANNE LOHNES-CROFT: Mr. Speaker, I wish to recognize JayMe Rowat of Mahone Bay, and her colleague Lori Blagdon, for their project called Trash to Cash for Charity. The two veterans collect refundable recyclables, cash them in, and donate the money to local organizations.

The project began in 2019, when JayMe started noticing bottles and cans in ditches along the roads and highways. The two friends started collecting the items and gave the money they received to Mahone Bay's kindness meters.

Last September, they donated $1,000 each to the Mahone Bay and Area Food Bank and the Three Churches Foundation. They continue to donate money regularly. JayMe says that paying it forward is part of who they are as veterans. She says this initiative has helped her manage her PTSD, and she encourages other veterans to get involved.

I ask that all members join me in thanking JayMe and Lori for their valued service and contributions.

MACGILLIVRAY, DANNY: PICTOU CO. BUS SERV. - RECOG.

HON. PAT DUNN « » : The director of CHAD Transit, Danny MacGillivray, has fulfilled one of his dreams. The Mayor of Stellarton has worked tirelessly for a decade with several levels of government to create a bus service for residents of Pictou County.

His dream has become a reality, with his service beginning this Spring and operating 7:00 a.m. to 9:00 p.m. to New Glasgow and Stellarton. Pictou County has been without this type of public transit since 1996.

Danny, along with other advocates, arranged for a feasibility study, which prepared them to develop a business plan and a presentation to all the different councils in Pictou County. In order to find the most sustainable and low-cost arrangement, it was decided to begin this venture on a relatively small scale to make sure it would be successful.

It is a pleasure to extend thanks to Danny MacGillivray for his enthusiasm and determination with this transit project.

HARPER, MADELINE: SERV. TO GUIDING - THANKS

HON. KELLY REGAN « » : I'd like to congratulate Bedford resident Madeline Harper on receiving a Halifax Volunteer Award for 2020.

People may recall that I spoke about Madeline here in this House after she was named Bedford's Youth Volunteer of the Year back in 2019. She really is one of the longest-serving and most dedicated youth volunteers in Bedford District Girl Guides. She began volunteering in a Sparks unit when she was in Grade 4, and she continues to give her time by mentoring Guiders and passing along the wealth of information about Guiding traditions.

She can always be counted on to help at Girl Guide meetings, events, and camps. She's also volunteered with the Bedford Beavers swim team, the HRM Youth Leadership Program, and the Bedford Lions Club. As I've noted before, Madeline is a deeply impressive young woman, and I want to thank her for everything she does. Madeline Harper helps make Bedford a great place to live.

MACKENZIE ATLANTIC FACE SHIELDS: FIGHTING COVID-19 - THANKS

TIM HALMAN « » : This evening I would like to recognize Mr. Matthew MacKenzie, owner and chief operator of MacKenzie Atlantic Face Shields.

In April of last year, the gymnasiums at Prince Andrew High School were used by MacKenzie Atlantic to manufacture medical face shields. As little as two months later, in June 2020, MacKenzie Atlantic was producing 90,000 medical face shields per week, all right here in Dartmouth East.

This was a remarkable achievement in the fight against COVID-19. This company's efforts were vital during the first wave of the pandemic in Nova Scotia.

MAINTAINING FOOD SUPPLY DURING PANDEMIC - THANKS

HON. KEITH IRIVING: Until the arrival of COVID-19, having safe and continuous access to our food supply was something many of us might have taken for granted. We assumed from week to week that the shelves at our supermarkets would be stocked. All that changed last year with the emergence of the pandemic, when suddenly our shopping experience was altered dramatically and supply chains that normally provided the food on our shelves were interrupted.

The fact that, with the rare exception of a few items, our shelves were kept stocked is a tribute to the extraordinary efforts of our food suppliers, distributors, and retailers. Our food retailers had to quickly introduce and continuously adapt their stores to ensure a safe food shopping experience.

Today I ask all members of the Nova Scotia Legislature to recognize the team from the Atlantic Superstore in New Minas under the management of Cathy MaGee and Colin Hanson for their tireless efforts in 2020 and 2021 to put food on the shelves, work the checkout counters and ensure that our food shopping experience during COVID-19 was safe, continuous and secure.

That decision comes with Canadians of all genders beyond shocked, disgusted, and feeling pretty deflated right now. This is all from our so-called feminist government led by Justin Trudeau. I have never been so disappointed, especially given that April is Sexual Assault Awareness Month.

WOMEN-RUN SMALL BUSINESSES:

FLOURISHING DESPITE PANDEMIC - CONGRATS.

HON. LENA METLEGE DIAB: Mr. Speaker, the pandemic has been hard for businesses but our entrepreneurs are charting their own path, as they always have. Today I want to recognize three women-run small businesses that have flourished despite COVID-19. Paula Joukhadar started her bakery business last year and named it As Sweet As Nina, after her late mother, after she received tremendous response to photos of a cake she made for her grandson's birthday. When the photos hit Instagram, her new business was born.

Similarly, Rima Abou Khalil has seen great success this past year with her venture, Cake by Rima, so much so that when I saw her great photos I immediately contacted her to bake my own birthday cake. It was beautiful and delicious.

Finally, Simone Metlege garnered lots of attention locally when she launched her specialty grazing company, Boxed Bites Catering, where she elevates boards of charcuterie, produce, cheese and snacks into works of art.

I ask all members to join me in congratulating these hardworking ladies and all our small business owners.

VIMY RIDGE DAY: SACRIFICE AND COURAGE - REMEMBER

LARRY HARRISON « » : Mr. Speaker, last Friday I missed my opportunity to rise in commemoration of the anniversary of the Battle of Vimy Ridge. On Vimy Ridge Day we take pause and reflect on all who suffered during the First World War, those who returned scarred by warfare, those who waited anxiously at home, and those who returned wounded and disillusioned.

We hold those who lost their lives in our memory. We also reflect on those who acted with compassion, those who bravely risked their own lives for their comrades, and those who, in the aftermath of war, worked tirelessly for a more peaceful world.

In these challenging times that we're currently facing, I hope that by pausing to reflect on the sacrifices made during times of war that we can find peace and appreciation for the freedoms that we still experience.

HUGH MACKAY: Mr. Speaker, the concurrent disorder of mental health and addictions impacts many of our families and communities in Nova Scotia. Mental health and addiction challenges do not favour or discriminate against any segment of our population. They comprise what are often chronic diseases which, when left untreated, not only impact the lives of the afflicted but can cause hardship for family and friends, colleagues, and communities.

Mr. Speaker, the remainder of my few, short remarks will be focused primarily on the subject of addiction. No one, not even the science community, understands all the complex causes of substance abuse, why some people are claimed by them and others can avoid them. As we know, there are many forms of addiction - alcohol, drugs, tobacco, gambling, even social media. Often, the afflicted have cross- or multiple addictions, complicating their treatment and recovery.

Some people simply have a genetic or chemical predisposition to addiction. What might start as normal social enjoyment can easily become a habit, followed by a slide into compulsion, and the compulsion becomes a potentially life-wrecking disease that is addiction.

The causes of addiction, like the individuals it affects, are unique. From behavioural fixations to body chemistry, the causes are elusive. DNA and social determinants are certainly factors, as can be mental health.

Mr. Speaker, the medical establishment recognizes that an addiction is a disease rather than a moral failing; however, in spite of the medical evidence, addictions are misunderstood as voluntary, reckless behaviour, and can carry debilitating social stigma. It is often said that if punishment could cure addiction, we would not have any addicts. I can assure you that no one chooses to be an addict, no more than they choose to have any other serious health disorder.

Addictive substances co-opt and impair the very brain functions that enable most folks to avoid self-destructive behaviours and their dangerous consequences for which society ends up paying the heavy price.

In the recent Speech from the Throne, the government acknowledged that mental health and addiction issues were on the rise, even before the pandemic, and we know that has magnified the challenges. I applaud the government for taking the step to establish the new Office of Mental Health and Addictions. We know that investments in treatment and research for addictions pay huge dividends.

Researchers are making progress in understanding the root causes of addiction. We know that the success rate for treatment dramatically increases when it is consistent and professionally delivered. Unfortunately, current funding levels remain inadequate and do not provide the resources required for effective recovery and maintenance programs. This is a problem not just in Nova Scotia, but across the country. Lack of funding, adequate staff, and facilities remain central issues preventing the effective treatment programs of the growing numbers of those who need it the most.

Mr. Speaker, my mission here today is to encourage the government to allocate appropriate funding and resources to this new office so that it makes a real difference in addressing Nova Scotians' mental health and addiction challenges. By making this a priority, we have the opportunity to save lives, support families, and help repair our communities. By measuring against baseline data, we can demonstrate leadership in the field of mental health and addictions on a scale comparable to our exemplary management of the COVID-19 pandemic in Nova Scotia. Thank you, Mr. Speaker.

Whereas even though in 2020, due to COVID-19, the lacrosse season was cancelled, Debra continued the annual event by approaching all of the candidates running for the municipal election in the district to volunteer a day of their time to the community and help with the cleanup event; and

Whereas Debra organized teams, assigned teams to sections of the road; set up a Facebook event; ensured announcements were made on local Facebook group pages; recruited local volunteers; applied for permits; collected garbage bags, signs, and reflective vests; notified the Halifax police and RCMP to do drive-bys for safety purposes; and collected water and snacks for the volunteers;

Whereas working with her students, who ranged in age from five to 21 years old, Lindsay used choreography from previous dances and asked her students to record and submit dance moves, and their own renditions of moves, to unite her dancers in a touching tribute for the victims of the Nova Scotia shooting; and

Whereas the video tribute was an opportunity for dancers to express their feelings though dance, unite the dancers, and bring a smile to people who have struggled with the many challenging events our province has faced;

Whereas during his career, Ralph chased poachers; helped to build the Lewis Lake Depot, which he managed for 25 years; protected Crown lands; fought fires; managed woodlands; built connector roads; was involved in creating provincial picnic parks; served as an advisor for the Five Bridges Wilderness Trust; and was instrumental in the design and building of Jerry Lawrence Provincial Park;

Whereas Lyla Turner of Timberlea, a beautiful five-year old who has a rare genetic disorder that has left her to struggle with seizures, reversing development, fragile bones, and forced to eat through a tube; and

Whereas Lyla is a five-year old who lives in the body of a two-year old, has the cognitive development of a four-month old, weighs only 21 pounds, and has had seizures since she was only 28 days old that escalated to infantile spasms; and

Whereas instead of chasing medications to control the seizures, Lyla's parents switched her to a ketogenic diet which, after a month, halted the seizures;

Therefore be it resolved that all members of this House of Assembly join me recognizing this brave and beautiful little girl who has won the hearts of her three siblings, and parents, and provides her family with endless joy, amusement, and happiness despite her personal struggles in life.
