HALIFAX, MONDAY, APRIL 1, 2019

Sixty-third General Assembly

Second Session

4:00 P.M.

SPEAKER

Hon. Kevin Murphy

DEPUTY SPEAKERS

Suzanne Lohnes-Croft, Brendan Maguire

THE SPEAKER » : Order, please.

We'll begin the daily routine.

PRESENTING AND READING PETITIONS

THE SPEAKER « » : The honourable member for Guysborough-Eastern Shore- Tracadie.

HON. LLOYD HINES « » : I present this petition on behalf of the member for Eastern Shore:

"Presently 12 or more residents of the Eastern Shore are travelling to Halifax or Dartmouth to receive Dialysis 2 to 3 times a week. Each scheduled treatment takes 4 hours or more plus travel time.
As a result of requiring these treatments patients [sic] lives are consumed and changed forever. Having a treatment unit in Musquodoboit Harbour would have the following impact for patients:
1. Less distance to travel in all kinds of weather;

[Page 2658]

2. Decreased travel times;
3. Expenses such as gas, parking, bridge tolls and wear and tear on vehicles would be substantially less;
4. Treatment would be provided in our own community;
5. Contribute to the mental well being of patients who receive dialysis and their families;
6. Would give the residents of Dartmouth and surrounding areas another option to access treatment.
We the undersigned request the Government of Nova Scotia to establish a dialysis unit at Twin Oaks Hospital in Musquodoboit Harbour."

The petition contains 300 names, and the member and myself have affixed our names.

THE SPEAKER « » : The petition is tabled.

NOTICES OF MOTION

STATEMENTS BY MEMBERS

THE SPEAKER « » : The honourable member for Colchester North.

DALHOUSIE U.: CDN. ENGINEERING TOP PRIZE - CONGRATS.

HON. KAREN CASEY « » : The Canadian Engineering Competition is an annual competition that brings together 150 of the most innovative and creative engineering undergraduate students from across the nation. They compete against each other in design, consulting, presentation, and debate. Each competition category challenges its participants to identify solutions.

In 2018, a team of four second-year engineering students from Dalhousie University's Faculty of Agriculture brought home the top prize for a second year in a row. Justin Thorne from Cooks Brook, Shannon O'Connor from Valley, Logan Miller from Truro, and Paul Diamond from Bible Hill won the Junior Design category at the competition.

[Page 2659]

In a fictitious scenario, the teams were required to design a lightweight material handling device for loading and unloading cargo from incoming ships. The design had to be capable of handling valuable cargo quickly and efficiently. The team built a hydraulic claw on a telescopic arm that impressed the judges.

The students were awarded a cash prize, a trophy for the school, and medals and scarves for each team member. They also had a chance to meet with other engineering students from across Canada.

Mr. Speaker, we are proud to have excellent representations from our province.

THE SPEAKER « » : The honourable member for Pictou West.

SEX. ASSAULT AWARENESS MO.: SURVIVORS - SUPPORT

KARLA MACFARLANE « » : Mr. Speaker, I rise today to honour Sexual Assault Awareness Month. This month is a time to highlight how important it is that no survivor should feel alone, and to ensure that there are resources available to help them through what can feel like an impossible time in their life.

High-profile court cases and social media campaigns like the #MeToo movement have brought the topic of sexualized violence into everyday conversation in a way it has never been before. All of us have a responsibility to reflect on and change the way we think and talk about these topics in order to foster a culture of respect, equality, support, and most of all, safety.

This Sexual Assault Awareness Month, it's time to work together and to recognize the systemic change that comes from many voices when united.

THE SPEAKER « » : The honourable member for Dartmouth South.

ZATZMAN SPORTSPLEX: ACCESS/INCLUSION - THANKS

CLAUDIA CHENDER « » : I rise today to recognize the Zatzman Sportsplex Community Association.

The new Sportsplex in Dartmouth is an inarguably gorgeous addition, but what makes it really special is its commitment to inclusion and to community. Leading accessibility aids such as the pool lift allow everyone to access the facility, gender- inclusive washrooms mean everyone has a place, and programming focused on seniors and teens creates opportunities for the most vulnerable community members to make use of this new space.

[Page 2660]

The Zatzman Sportsplex is also focused on reducing barriers wherever possible. They offer popular Teen Takeover Night on Fridays, where the facility opens its doors, including the gym, free of charge to youth between the ages of 12 and 17. They also offer free track times and pay-what-you-can memberships, ensuring that, as much as possible, everyone has access to the health benefits of the centre.

Please join me in thanking the Zatzman Sportsplex Community Association for focusing on being true community leaders.

THE SPEAKER « » : The honourable member for Halifax Armdale.

HON. LENA METLEGE DIAB « » : Mr. Speaker, I'd like to make an introduction.

THE SPEAKER « » : Permission granted.

LENA METLEGE DIAB « » : I'm going to name a number of young girls who are here with us today in the East Gallery, but before I do, let me just say that they're members of the 1st Highfield Sparks, part of the Girl Guides of Canada. They're learning about how to be engaged members of our community, and today they are here in this historic Legislature to see the significance and the importance of it, and how they, too, can one day become the leaders of tomorrow and be sitting right here where we are today, and that each one of them can truly make a difference.

One more thing: as the Minister of Immigration, they wanted me to talk to them about how welcoming we are as a province in this Province of Nova Scotia and that we welcome people from every country. I'm going to name them and then I'll ask them all to stand and be recognized.

We have with us Abbigail Jacobson, Alexandra Fraser, Alyssa Cook-Brown, Anajiah Colley, Clara Gushue, Kate MacLellan, Lailah Stevenson, Liliane Elson, Madison Chevrier, Maelle Ley, Marla Lloyd, Monica Stone, Paityn Julian-Lake, and Saiya Pease.

These young Primary and Grade 1 students have four of their leaders with them, so also welcome with us Suzanne Ley, Annastasia Wagar, Nancy Fraser, and Brenda Elson. I ask the members to please give them the warm welcome of the House. (Applause)

THE SPEAKER « » : The honourable member for Bedford.

BOYD, ROBERT, DEATH OF - TRIBUTE

[Page 2661]

HON. KELLY REGAN « » : Last Tuesday, we lost a quietly amazing Nova Scotian. Robert Boyd was only 50 years old. He battled cancer for six years and he gave it a heck of a run. He was devoted to his wife Paula and his daughters Maya and Riley, but that doesn't tell the whole story of who Rob was.

He would bring food to those recovering from illnesses repeatedly. When Rob was in the hospital receiving chemo, he saw many fellow patients struggling, so he bought gift cards for groceries and gas and left those cards at the unit to be distributed to those who were having a difficult time. Those people never knew who had purchased those cards for them.

Rob was a devoted member of Bedford United Church. The sharing of his story on Sunday was a powerful reminder that we do indeed have the ability to reach out and help others. My condolences go out to Paula, Maya, and Riley; the Boyd family; and the Deelstra family. Robert Boyd will be missed.

THE SPEAKER « » : The honourable member for Cumberland South.

TORY RUSHTON » : Mr. Speaker, I beg leave to make an introduction.

THE SPEAKER « » : Permission granted.

TORY RUSHTON « » : I'd like to draw the members' attention to the West Gallery, where we're joined this afternoon by Ken Hickman of Oxford and his lovely wife, Norma.

Ken just received one of the Nova Scotia Volunteer Awards this afternoon, and I'd like to draw attention to a little bit of Ken's services as an organizer of the soup kitchen in Oxford, a dedicated fellow firefighter for over 20 years, and currently the deputy chief at Oxford. Welcome to Norma and Ken. (Applause)

[4:15 p.m.]

THE SPEAKER « » : The honourable member for Queens-Shelburne.

AMIRAULT, LAUREN: VOL. OF THE YR. - CONGRATS.

KIM MASLAND « » : I rise today to congratulate the first of two individuals who have been selected as Volunteer of the Year representing the Region of Queens Municipality.

Lauren Amirault of Liverpool has an impressive resumé of volunteer accomplishments, including coaching children of all ages in skating and gymnastics, involvement with the High School Key Club, and Student Ambassador with the International Student Program. She also attended the Campeche Leadership Camp in Mexico, for which she raised $30,000 that was distributed in the community of Campeche.

[Page 2662]

Mr. Speaker, I invite all members of this House to join me in congratulating this very committed youth volunteer with a willing attitude and a generous heart.

THE SPEAKER « » : The honourable member for Dartmouth North.

CHILI COOK-OFF: COM. EVENT - CONGRATS.

SUSAN LEBLANC « » : Mr. Speaker, I rise today to congratulate all who participated in the third annual chili cook-off organized by the Dartmouth North Public Library.

Seven organizations from Dartmouth North took part, each cooking a delicious pot of chili, hoping it would be named top chili for 2019. Community members were the judges and each person was given a tray of seven small bowls, served at the table by members of the Halifax Fire Department, Highfield Park Station.

Mr. Speaker, I tried them all and the decision was very tough - they were all really good. However, the democratic process was invoked and the top three chilis were honoured - third place went to the awesome HRM Recreation staff who work at the Dartmouth North Community Centre; second place went to the cooking team at the Dartmouth North Community Food Centre; and top prize went to the awesome team of Community Police Officers working in Dartmouth North at the Demetreous Lane Community Office.

Congratulations to the staff at the library for organizing the fun and promoting another terrific community event in Dartmouth North.

THE SPEAKER « » : The honourable member for Clare-Digby.

VOL. FIRE DEPTS.: WEATHER CHALLENGES - THANKS

GORDON WILSON « » : Mr. Speaker, we ask much of our volunteer firemen. In addition to their emergency calls, they train for emergencies as well as fundraise to ensure that the fire department has the equipment they need. Then there's the weekend of January, when the calls to the Digby Fire Department just did not stop.

They were first called out Friday night to a fire in Marshalltown and Saturday to a fire in Digby. That Saturday night, during a deluge of rain, they received six calls about flooding basements. Unlike some fire departments, the Digby Fire Department will respond to these calls in hopes of minimizing the damage of the flooding.

So, during the rain, there were a few trucks on the road. After that they were called to a car accident, another weather-related call. The firemen are often called to help in circumstances we would never consider leaving our houses for. In their case, they simply pick up their keys and go see what they can do.

[Page 2663]

So, I would like to send a special thank you to the Digby Fire Department, and all the fire departments we have in Nova Scotia, for helping during hectic and particularly stormy weekends.

THE SPEAKER « » : The honourable member for Cole Harbour-Eastern Passage.

GREENE SCH. OF IRISH DANCE: WORLD CLASS - CONGRATS.

BARBARA ADAMS « » : Mr. Speaker, I rise today to bring recognition to the Greene School of Irish Dance. The school has several dancers from the Cole Harbour Eastern Passage constituency.

After owner Beth Greene immigrated to Halifax from Ireland, she had a desire to share her Irish culture and heritage. The Greene School is the largest Irish dance school in our province. Beth operates and teaches at the school alongside her daughter Sinead.

The school has won many prestigious championships and has had dancers representing the school at the World Irish Dancing Championships. The Greene School of Irish Dance has had dancers at the G7 Summit, The Royal Nova Scotia Tattoo, and Walt Disney World in Orlando.

I ask all members of the Nova Scotia Legislature to join me in recognizing the Greene School of Irish Dance and owner, Beth Greene.

THE SPEAKER « » : The honourable member for Guysborough-Eastern Shore- Tracadie.

MILLER, JENN - COMP.: MASTER CHEF CAN. - FOLLOW

HON. LLOYD HINES « » : Mr. Speaker, season six of Master Chef Canada is scheduled to premiere on April 8th on CTV. This year folks in Havre Boucher will be watching with extra anticipation in support of one of their own.

Jenn Miller from Havre Boucher will be competing amongst Canada's top home cooks for a $100,000 cash prize and a chance of becoming part of an elite group of title holders. Jenn Miller is a gardener, cook, baker, blogger, writer, wife, and mother of four. She is the creator of The Humble Table, a food and lifestyle page on Facebook, where she posts the recipes comprised of delectable organic options from her own no-till garden.

On her page she invites us to join her journey of gardening, mothering, and cooking in her rustic farmhouse in hopes that we will share in her simple philosophy of "eat well and remain well by eating."

[Page 2664]

Mr. Speaker, I encourage all of you to follow her, not just on Facebook, but also through her Master Chef Canada journey, as I am sure you will come away with a few new tips in the kitchen, new recipes to serve your loved ones, and a deeper appreciation for the farm-to-table food movement.

The very best of luck to you Jenn, you deserve it.

THE SPEAKER « » : The honourable member for Cumberland North.

FARRELL, DONNA & ANDREW: SAVOIE KITCHEN - CONGRATS.

ELIZABETH SMITH-MCCROSSIN « » : Mr. Speaker, Today I would like congratulate Andrew and Donna Farrell - a brother and sister team - on their new restaurant business, Savoie Kitchen. They are located in the heart of downtown Amherst and have had incredible support from the community since opening. The food is delicious. I can personally attest to that.

I wish Andrew and Donna much success in the future and would like to welcome Savoie Kitchen to downtown Amherst.

THE SPEAKER « » : The honourable member for Halifax Armdale.

DOUCET, GINNY: DEATH OF - TRIBUTE

HON. LENA METLEGE DIAB « » : Mr. Speaker, I rise today with a heavy heart to share the passing of my constituent Virginia "Ginny" Ann Doucet, at the age of 79. Ginny was a loving and devoted mother, grandmother, wife, and friend.

As a young bank teller, Ginny met the love of her life George Doucet, a former Speaker of this House, at the bank branch on Spring Garden Road. Their 58-year bond took them from Halifax, to Quebec City, to Baie Comeau, and back to Nova Scotia.

Having known them for over 25 years, I can attest to Ginny's warmth, selflessness, vibrancy, and zest for life. Ginny was a lifetime member of the Catholic Women's League and a founding member of the St. Pius X CWL. She volunteered as a greeter at St. Agnes Parish.

I want to extend my sincere condolences to the Honourable George Doucet, their daughter Carla , and sons Dennis and Brian, grandchildren, and extended family.

THE SPEAKER « » : The honourable member for Queens-Shelburne.

[Page 2665]

STEWART, RAYA: VOL. OF THE YR. - CONGRATS.

KIM MASLAND « » : Mr. Speaker, I rise today to congratulate the second of two volunteers who have been selected as Volunteer of the Year representing the Region of Queens Municipality.

Raya Stewart of Liverpool is an amazing student and athlete, who is an inspiration to female hockey players through her work with the Queens Minor Hockey club. In 2018 she took part in "Leaders In Training" and is also a member of "Respect, Empathy and Positivity" promoting activities for students.

Mr. Speaker, I invite all members of this House to congratulate this positive and kind young lady, a true example of youth leadership.

THE SPEAKER « » : The honourable member for Timberlea-Prospect.

GRAHAM-MIGEL, JANICE - Ph.D.: NTL. AWARD - THANKS

HON. IAIN RANKIN « » : I would like to recognize Dr. Janice Graham-Migel, student guidance counsellor at Ridgecliff Middle School.

Dr. Graham-Migel assisted a group of junior high students through a project on waste management and healthy environment. As a result of Dr. Graham-Migel's guidance and the students' work, at the end of the school year the students received a national award from Learning for a Sustainable Future (LSF).

LSF is Canadian charity founded in 1991 whose mission it is to promote through education the knowledge, skills, values, perspectives, and practices essential to a sustainable future.

These awards would not have been possible without the support and good work of Dr. Graham-Migel. It is important that we acknowledge the preparation, time, and extra effort educators give to our students.

I ask the members of the Nova Scotia House of Assembly to join me in thanking Dr. Graham-Migel for her work to educate and prepare the next generation of students.

THE SPEAKER « » : The honourable member for Kings South.

NUNAVUT: 20th ANNIV. - CONGRATS.

[Page 2666]

KEITH IRVING « » : Mr. Speaker, it was 20 years ago on this very day that the map of Canada was redrawn. On April 1, 1999, the beautiful Canadian arctic landscape above the treeline was severed from the Northwest Territories to create the Territory of Nunavut.

Nunavut was created as part of the Land Claim Agreement negotiated with the Government of Canada by the Inuit Tapiriit Kanatami on behalf of the Inuit of the Canadian Arctic.

In September 1992, negotiations were completed and on July 9, 1993, the historic Nunavut Land Claims Agreement Act and the Nunavut Act were passed by the Canadian parliament.

All Canadians should be very proud of our country and the creation of Nunavut. This was the largest land claim in Canadian history and created a homeland for Canadian Inuit, encompassing one-third of the land mass of Canada.

I ask all members of the Nova Scotia House of Assembly to join me in wishing all Nunavummiut a happy 20th anniversary of the Territory of Nunavut and wish them the brightest of futures.

THE SPEAKER « » : The honourable member for Colchester North.

FUNERAL, SKYLER BLACKIE - CONDOLENCES OF THE HOUSE

HON. KAREN CASEY « » : I would like to make a statement to all members of the House. I had an opportunity on Saturday to attend the funeral of Skyler Blackie.

As you would recall, our Premier read a resolution in the House on Friday and I was pleased to say in my comments that all Members of the Legislative Assembly supported that resolution. It was a gathering of over 2,000 firefighters and community supporters who were there to support Erin and to say thank you to Skyler.

I was proud, on behalf of all of us here, to represent the 51 members and give them our feelings of support, gratitude, and condolence. (Applause)

THE SPEAKER « » : The honourable Deputy Government House Leader.

KEITH IRVING « » : Mr. Speaker, I move that you do now leave the Chair and the House resolve itself into a Committee of the Whole on Supply unto Her Majesty.

THE SPEAKER « » : The motion is carried.

[4:25 p.m. The House resolved itself into a CW on Supply with Deputy Speaker Suzanne Lohnes-Croft in the Chair.]

[Page 2667]
