MR. DEPUTY SPEAKER: Order, please. Before we begin with today's business of the House I would like to recognize the honourable Leader of the Official Opposition who will present to the House the newly elected member for Cole Harbour-Eastern Passage.
MR. DARREL DEXTER: Mr. Speaker, I have the honour to present to you Ms. Becky Kent, member for the electoral district of Cole Harbour-Eastern Passage, who has taken the oath, signed the roll and now claims the right to take her seat.
MR. DEPUTY SPEAKER: Let the honourable member take her seat. (Standing Ovation)
The honourable Provincial Secretary.
HON. CECIL CLARKE: Mr. Speaker, I beg leave to table the resignation of myself as Speaker of the House of Assembly, effective October 23, 2007.
MR. DEPUTY SPEAKER: The letter is tabled.
The honourable Premier.
HON. RODNEY MACDONALD (The Premier): Mr. Speaker, I won't be tabling my resignation today to much chagrin over there. (Applause) I can see the disappointment, Mr. Speaker.
I move that Alfred MacLeod, member for Cape Breton West, be nominated as Speaker for the duration of this, the Sixtieth General Assembly.
MR. DEPUTY SPEAKER: The honourable Leader of the Official Opposition.
MR. DARRELL DEXTER: Mr. Speaker, I am pleased to second the nomination of the honourable member.
MR. DEPUTY SPEAKER: The honourable Leader of the Liberal Party.
MR. STEPHEN MCNEIL: Mr. Speaker, our caucus is also honoured to second the nomination of the honourable member.
MR. DEPUTY SPEAKER: Does the honourable member for Cape Breton West accept the nomination?
MR. ALFRED MACLEOD: Mr. Speaker, yes.
MR. DEPUTY SPEAKER: Thank you. Are there further nominations?

MR. SPEAKER: Please be seated. Honourable members of the House of Assembly, I thank the House for the great honour it has bestowed upon me. I will do my best to uphold the prestige and high traditions of the Office of the Speaker. I respectfully ask for the assistance and co-operation of all members.
SERGEANT-AT-ARMS: Her Honour, the Lieutenant Governor, is without.
MR. SPEAKER: Let Her Honour be admitted. All rise.
[The Speaker and Clerks left the Chamber.]
SERGEANT-AT-ARMS: Her Honour, the Lieutenant Governor.
[The Lieutenant Governor, preceded by her escort and the Sergeant-at-Arms, bearing the Mace, entered the Chamber. The Lieutenant Governor then took her seat on the Throne.
The Sergeant-at-Arms then departed and re-entered the House, followed by the Speaker and the Clerks, who took up their positions at the foot of the Table.]
SERGEANT-AT-ARMS: It is the wish of Her Honour, the Lieutenant Governor, that the ladies and gentlemen be seated.
THE PREMIER: May it please Your Honour, the House of Assembly has proceeded to the choice of a Speaker and has elected Alfred MacLeod, member for the electoral district of Cape Breton West, to that office and by its direction I present him for the approbation of Your Honour.
THE LIEUTENANT GOVERNOR: I approve of the Speaker whom the House of Assembly has chosen.
MR. SPEAKER: Your Honour's ready approval of the choice with which I have been honoured by the House, having constituted me, in due form the Speaker of the House of Assembly, it has now become my duty in the name of the representatives of Her Majesty's loyal subjects, the people of this Province, respectfully to demand all their accustomed rights and privileges, and that they shall have freedom of speech in their debates, that they may be free from arrest during their attendance in Parliament, and that I, as their Speaker, may have free access to Your Honour's person.

THE LIEUTENANT GOVERNOR: I most cheerfully grant your request.
[The Speaker and Clerks left the Chamber.
The Lieutenant Governor left the Chamber preceded by her escort and the Sergeant-at-Arms.]
