An Act to Amend Chapter 4
of the Acts of 1995-96,
the Community Colleges Act

Be it enacted by the Governor and Assembly as follows:

1 Clause 50(f) of Chapter 4 of the Acts of 1995-96, the Community Colleges Act, as amended by Chapter 3 of the Acts of 2014 and Chapter 3 of the Acts of 2025, is further amended by striking out "Advanced Education" and substituting "Labour, Skills and Immigration".

2 Subsection 56(1) of Chapter 4, as amended by Chapter 3 of the Acts of 2014 and Chapter 3 of the Acts of 2025, is further amended by

(a) striking out "and" at the end of clause (e);

(b) striking out the period at the end of clause (f) and substituting "; and"; and

(c) adding the following clause immediately after clause (f):

    (g) the Deputy Minister of Labour, Skills and Immigration.

3 (1) Subsection 60(1) of Chapter 4 is repealed and the following subsection substituted:

    (1) The Governor in Council shall, on the recommendation of the Minister, appoint a President who shall be the chief executive officer of the College.

(2) Subsections 60(3) and (4) of Chapter 4 are repealed and the following subsection substituted:

    (3) The Board may, subject to the approval of the Minister, appoint an interim President if the President is absent or unable to act or if the office of the President is or becomes vacant.

4 Chapter 4 is further amended by adding immediately after Section 66 the following Section:

    66A (1) The Board may establish an Institute of Skilled Trades within the College.

    (2) The Board may establish an Institute of Skilled Trades Council, with members to be appointed in accordance with the requirements prescribed by the regulations.

    (3) Notwithstanding subsection (2), where an Institute of Skilled Trades Council is established, the Minister shall appoint the initial members of the Institute of Skilled Trades Council for such terms as the Minister determines.

    (4) The Board may, by resolution, delegate the exercise of its powers and the performance of its duties to an Institute of Skilled Trades Council, and shall specify in the resolution which of its powers and duties are delegated.

5 Subsection 89(6) of Chapter 4, as amended by Chapter 3 of the Acts of 2014, is further amended by striking out "of Labour and Advanced Education".

6 Subsection 96A(1) of Chapter 4, as enacted by Chapter 3 of the Acts of 2025, is amended by

(a) striking out the period at the end of clause (b) and substituting a semicolon; and

(b) adding immediately after clause (b) the following clause:

    (c) respecting the composition of an Institute of Skilled Trades Council, including

      (i) the size of the Council,

      (ii) the appointment of persons as Council members and the method of their appointment,

      (iii) the terms of Council members,

      (iv) representation on the Council by stakeholder groups,

      (v) qualifications that must be met by Council members, and

      (vi) officers of the Council, and their roles and terms of office.
