An Act to Protect Children
from Sexual Exploitation on the Internet

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Protecting Children on the Internet Act.

2 In this Act,

(a) "family-friendly content filter" means a filter that blocks websites that feature pornography;

(b) "Internet service provider" means a company that provides a person with access to the Internet;

(c) "pornography" means a photograph, film, video or other visual representation in which a person is nude, exposing the person's genital organs, anal region or breasts for a sexual purpose or is engaged in explicit sexual activity.

3 An Internet service provider shall

(a) automatically block websites that feature pornography; and

(b) encourage its business partners to adopt filtering services,

at locations where children may have access to a free wireless Internet service.

4 A new broadband account with an Internet service provider must

(a) include settings for; and

(b) be initially set on,

a family-friendly content filter that may only be changed by an adult account holder.

5 An Internet service provider shall contact its existing customers within 30 days of the coming into force of this Act and present them with the option of installing a family-friendly content filter.
