Explanatory Note

This Bill amends the Environmental Goals and Sustainable Prosperity Act to

(a) set a target for greenhouse gas emissions to be, by 2030, at least 50 per cent below the levels that were emitted in 1990; and

(b) require the Minister of Environment to request the Round Table established under the Environment Act to advise the Minister on issues related to environmental sustainability, to conduct a public consultation and to submit a report respecting all goals set forth in the Environmental Goals and Sustainable Prosperity Act.

An Act to Amend Chapter 7
of the Acts of 2007,
the Environmental Goals and Sustainable Prosperity Act

Be it enacted by the Governor and Assembly as follows:

1 Subsection 4(2) of Chapter 7 of the Acts of 2007, the Environmental Goals and Sustainable Prosperity Act, as enacted by Chapter 42 of the Acts of 2012, is amended by

(a) striking out "2020" in the first line of clause (f) and substituting "2030"; and

(b) striking out "10" in the second line of clause (f) and substituting "50".

2 Subsection 6(2) of Chapter 7 is repealed and the following subsection substituted:

    (2) The Minister shall request the Round Table to

    (a) carry out a comprehensive public review of this Act and the regulations every five years after this Act comes into force;

    (b) submit to the Minister, within nine months of initiating the review, a report with recommendations for amendments and improvements in the implementation of this Act;

    (c) conduct, starting before January 1, 2019, a public consultation respecting all goals set forth in this Act; and

    (d) submit to the Minister and make publicly available, by September 1, 2019, a report making recommendations respecting all goals set forth in this Act.
