An Act to Provide Transparency
to Health Authority Expenditures

WHEREAS the Nova Scotia Health Authority is the second-highest publicly funded body in Nova Scotia;

AND WHEREAS quality health care is a concern to all Nova Scotians;

AND WHEREAS Nova Scotians have the right to know how the Nova Scotia Health Authority spends its budget;

THEREFORE be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Health Authority Transparency Act.

2 In this Act,

(a) "Nova Scotia Health Authority" means the provincial health authority established under the Health Authorities Act;

(b) "physician" means a qualified medical practitioner registered under the Medical Act;

(c) "Public Accounts" means the Public Accounts as defined in the Finance Act.

3 (1) The Nova Scotia Health Authority shall publicly disclose every payment and expenditure in excess of $25,000 except for a payment made to a practising physician.

(2) A disclosure made under subsection (1) must be made annually at the same time as the Public Accounts are published for the fiscal year.
